For planning purposes, however, the existing runoff characteristics of the basins must be considered, and the January peaks may be expected to occur at these stations with a frequency of 25 years, or less. 2. Damage Assessment The pattern of damage reflects the lowland nature of the storm. Small streams, storm sewers, and roadways carried the major runoff, resulting in culvert and road wash-outs, storm and sanitary sewer failures, and bank erosion. Soils, saturated by rain and runoff, triggered landslides throughout the puget Sound region. The over- loading of drainage facilities, sanitary seWer backups and breakage, and erosion and landslides destroyed, u-~ counties have little, if any, authority but are responsi- ble for recording property records, including evaluation of land and building construction for tax purposes. By state constitution and specific legislation, certain powers and authorities are delegated to counties and cities, depending upon the defined class. Within the declared disaster area, King County with its numerous incorporated areas has the greatest concentra- tion of population and the greatest variety of governmental forms.
