A substantial proportion of this added workforce would find employment in new facilities located in the Glen Cove Industrial Area. Typical employment densities to be expected in commercial and industrial development areas are as follows (information provided by Mr. David Goldsmith, Jefferson County Planning Director) : Heavy Industrial Industrial Park Light Industrial 6 employees/acre 16 employees/acre 22 employees/acre Considering that land within the industrial park offers good access and ample area, activities with a low employment density will find the location attractive. A mix of uses, including bulk storage, mini-storage, manufacturing, boat building, food processing, etc., could produce an average employment density in the range 8-10 employees/acre. If 60-.70 percent of the employ- mentincrease is accommodated in the Glen Cove area, 260-380 acres could be expected to be developed by the year 2000, and a total of 500-700 acres by the time that Port Townsend's "ulti- mate" population has been reached. II-5 ratio in Seattle for commercial users has been observed to be 1.5, and for industry, and multiple family residences, 1.1. For the mix of industrial and commercial uses at Glen 'Cove, a ratio of 1.25 - 1.3 could be expected. Consumption on the peak day of the year will be higher than this, amounting to 1.4 to 1.5 times average flow. Peak-hour flows may be 50 percent higher than peak-day flows, and would be in the range 2.0 to 2.25 times the annual average demand. Applying this factor to demand in the peak month gives a flow rate of 700 gpm in 2000 and 1,130 gpm for ultimate development. Fire Flow: The "Guide for Determination of Required Fire Flow" pub- lished by the Insurance Services Office (ISO) calls for a minimum fire flow of 500 gpm. Required fire flow is estimated as a func- tion of the size, type of construction, and separation of the buildings to be protected. Allowances are made to reflect the provision of sprinklers, and the degree of hazard of the occupancy. Excerpts from the ISO standards are shown in Exhibit III-1. DESCRIPTION OF PROJECT AREA The proJect area is described in the petition received from the property owners (see section 90 of this report>. This ,area contains portions of the following sections, townships, and ranges: section township range 32 31 N 1W WM 5 30 N 1W WM 6 30 N 1W WM 7 30 N 1W WH 1 30 N 2W WM 12 30 N 2W WH This area extends from approximately 3/4 aile west of the city limits of Port Townsend to the shoreline of Discovery Bay and the Strait of Juan de Fuca and from the tip of Middle Point (McCurdy Point) on the north to the north boundary of Cape George Colony on the south. The 133, properties within the petition boundary range in size from approximately 12,000 square feet to 40 acres. This proJect is designed to provide at least one tap to each of these parcels. Many larger properties with potential for subdivision or other larger water uses will be provided with the ability to have multiple taps in accordance with agreement between the PUD and the specific property owners prior to the formal establishment of the LUD. See system layout map in section 9a and a copy of the petition for service in section ge of this report. The proJet area is currently the site of a few ,rural ,homesites: the lack of a reliable and adequat'e water supply has restrained the development pressure felt by other areas in the greater Port Townsend area where adequate water is present. The combination of a "suburban" designation in the County's Comprehensive Land Use Plan and the existence of some spectacular bluff and/or view properties have resulted in this proJect. The current wooded undeveloped nature of this area will, therefore, be subJect to some change as the water is used by the property owners to serve new homes. The County's Comprehensive Land Use Plan will allow up to 1 residentual unit per acre in this designated Suburban area, however, the random and variable nature of the soils existing on the Quimper Peninsula will not allow the installation of Septic Tank and Drainfield sewage disposal G r ~ ;., Q .-;";i\\ f:$1 Preliminary Engineering Report, Hast1ngs Loop - North ". ~ ... . ~ , ,.~.~.-.... . This stftndard also allows for problem areas where ma1n pressure is not the requ1red 30 PSI and booster pumps on private property are used to suppliment for adequate pressure: 1n these areas, the m1nimum pressure allowed is 20 PSI. The Hastings Loop North proJect will receive it's water from the City of Port Townsend at Jacob Miller Road at an elevation of lYlfeet and a static pressure of 58 PSI. This water will be distributed throughout the system over a elevations ranging from 60 to 260 feet. This elevation differiential computes into a pressuredif%eriential of 90.3 PSI. From the 58 PSI initial pressure value at 191 feet, the increase in pressure to the lower elevation of 60 feet is 56 PSI for e total". of "114 PSI -if "unreduced. The decre...... This low pressure area occurs at the intersection of Hastings Avenue and Haatings Avenue Extended where a sma~l knoll exists. It may be pOSSible to install the mains in deep trenches in this area in order to keep the main pressure os high as possible for in-main flow considerations and require th..t serV1ces in th1s area use boosters until the Loop is complete. This concept is likely to be followed os the Jefferson County Dep..rtment of Public Works h..s plans' to lower and "re- align the roadway in this knoll vicinity in their 1986 construction program. f.
