Future use of Lake Creek SLF by the Clearwater Correction
Center may be affected.
Perhaps reference should be made to upcoming WDOE changes
to 70.95 and WAC 173-301. What about mentioning the
design guidelines here?
Formal agreement between Clallam and Jefferson Counties
for continued use of Lake Creek SLF should be contingent
on its proper operation. Alternatives and impacts either
temporary or long-term of site closure versus transfer to
Clallam or Jefferson County landfills needs detailed
consideration.

Chapter 4 - Solid Waste Projections
Land use projections at the Jefferson SLF could change
dramatically depending on a revised site operation plan
based on site geohydrology studies. Elimination of
trenching or adding to the number of solid waste lifts
on-site could change site life either way. A detailed
site operation study should be done.
When will scales be constructed on-site to aid in
monitoring annual tonnage of incoming waste to the SLF.

The source of the ten (10) EPA SLF requirements is not
referenced.
Estimates of trenching operation life remaining are
confusing and seem to be inconsistent with other state-
ments of how much land at the SLF has already been' used.
What EPA reference was used for the thirteen (13) items?
With only 40 TPD solid waste generation in Jefferson
County, incineration is probably not a practical alterna-
tive to landfil1ing.
Septic Wastes and SludQe - This section lacks detail
on the history, size and scope of the problem, land
utilization alternatives, impacts to named STP's and cost
breakdowns. This sections needs to be redone.

Subj: Solid Waste Comprehensive Plan Update
Contract Amendment
Dear Mr. Rowe:
We find it necessary to request approval of an amendment to our contract
for engineering services with Jefferson County. We are dividing this
request into two (2) basic parts. The first part is for extra work
already accomplished that was necessary to complete the review draft of
the comprehensive plan. This work was beyond the scope of our original
agreement and was agreed to by Mr. Glenn Bagley some time ago. The second
part is for additional work as requested by DOE in their review comments
of the draft. This work was described in DOE's letter to Noel Miller of
Alpha from Marc Crooks dated August 12, 1983.
I. The work already accomplished by Alpha which is beyond the scope of
our original agreement and their costs can be identified as follows:
1. Alpha explored the possible treatment alternatives for septic
wastes (Section IV, Chapter 5).
2. Alpha provided a financial analysis comparing the costs to
County residents for three alternatives for additional program
revenue (Appendix C).
3. Alpha provided revisions to maps and tracings that were not
available from the County.

Huntersville will collect recyclable
materials, separate them, and leave

Galvanizing
Zinc coatings mechanically deposited in accordance with ASTM 8
454 will be accepted as an alternate to hot dip galvanizing in
accordance with ASTM A153, providing (1) the minimum thickness of
zinc coating is not less than that specified in ASTM A 153, and
(2) the process will not produce hydrogen embrittlement in the
base metal. Sampling and testing will be made by the Engineer in
accordance wi th commonly recogni zed nati ona 1 standards and
methods used in the laboratory of the Department of Transport-
ation.

NARRATIVE DESCRIPTION: This project consists of the development and publication
of the Jefferson County Solid Waste operating plan. Three copies of the draft
solid waste operating plan shall be submitted to the Department of Ecology (WDOE)
by July 31, 1985 for review and comments by WDOE. All request for proposals
to hire consultants to work on this project must receive approval prior to advertising.
Any selection of consultants for this project must receive approval from WDOE
before contracts are awarded. No retroactive costs will be paid.
