Placing a kitchen right in the middle of our program area will be a constant distraction with noise, smells, and busy-ness. I have been assured by the architects that the current drawinQs ~.re -=:.till 1~le){jble, and that is why I have supported "Plan 8,';- which includes the addition of more space. 1 think that all users c~n coexist within the basic confines of that plan. Brinnon senior Center Inspection November 17, 1988 On Thursday, November 17, 1988, I visited the Brinnon Senior Center with Rick Tollefson of TOllshark Construction and Custom Woodwork, to inspect the upper floor deck. Earlier in the morning (and the previous night) large amounts of rain had fallen in the area, so it was a good time to observe the deck. Three areas that we found with standing water had drains plugged with leaves or other debris, and, when the debris was removed, the water flowed and drained the area. Two areas that had standing water were located close to the north stairway, one is adjacent to the railing, and the other is close to the northeast corner, adjacent to the wall. We suggest that two drains be installed in these low areas to drain the deck. The rest of the deck is dry with what we would consider a normal amount of wetness (given the rainfall) adjoining the upper floor railing. We recommend that the motel manager be instructed to periodically check and clean the drains to keep them free and draining. 1. ~ ~. ~ ~. 1, We also checked the walls that were reported to be wet, with water draining along the outside from the second floor to the first floor. Along the north wall of the upper floor, the wall was damp (this is to be expected since there is no roof over this area). On the lower floor, there was some dampness noted. The construction detail of the deck repair (the deck flooring surface laps up the wall to butt against the exterior plywood with a caulked "caprail" covering the joint--just as it does on the railing side), and the tight caulking of the caprail* do not seem to indicate that the water is leaking from the joint. This is in reference to the earlier complaints I made concerning the upper walkway of the motel. Due to a freeze last night we had the first of many. I fear. accidents. Be- cause the moisture does not run off as intended. it turned to ice; impossible to shovel or Lreat with salt: and as a result an elderly customer slipped and fell at the top of the stair- way on the north end of the building, Lucklly she was not seriously injured. J am deeply concerned with the continued ignorance concerning this problem. People. both customers and employees. have slipped when the walkway was only damp from rain water, Now with the winter season just begining I fear for the safety of future customers and possible severe injuries resulting in law suits. Nesbitt, P,E., County Engineer ~ ~ TO: Board of County Commissioners FROM: Carter Breskin, Property Manager SUBJECT: District courtroom Renovation DATE: November 28, 1988 After our meeting on Monday the 21st, regarding the Public Works office renovation to the District Courtroom, I met with Torn Majhan and Jess Mincks to consider various alternatives, inclUding the incorporation of the District Court administrative office into the courtroom. We evaluated the following alternatives: 1. Remove the wall into the Public Works' Director's office and construct a dividing wall at the "rear" of the office (isolating what are now the Engineers' offices) to serve as administrative offices. I consulted with Frank Gifford, our consulting architect, and learned that the director's office wall is load bearing and cannot be removed. This would leave an inadequately .small space for a courtroom. The expense of constructing a floor to ceiling wall would be considerable, although I do not have an estimate at this time. 2. Use the current administrative office as a courtroom and divide up the public works office into two distinct offices (one office to house the district court personnel and the other could be another court related office, such as Juvenile services) by building a wall to the ceiling. The administrative office would be too small (at 18 x 27) to accommodate the minimum requirements of the court, which are 30 x 20 (without a jury box). 3. Room dividers would not permit the privacy required of the courtroom. At this time, the simplest, most cost effective solution is to remodel the room by lighting, carpeting and painting, and by providing an aesthetically pleasing, but simple, judge's bench and jury box.
