Dear Bi 11 :
Your request to 'use a single rod through all five slabs is approved, subject
to the following conditions:
1) That a coupler be utilized on the outside of slab no. 1
upstream side of bridge) to facilitate the proposed widening
of this structure in the future by adding additional slabs.
Any modification to the slab not shown on the approved shop
drawings or approved plans must be submitted for approval.
2) That a credit to Jefferson County by Change Order, be
processed and approved.
Enclosed are two sets of the approved Shop drawings, as they were
submitted. with the coupler location noted.

Gentlemen:
As we discussed, I concur that a spread footing keyed into
the rock (siltstone) is the best solution to the conditions
encountered and hereby authorize you to proceed with the design
by Sargent Engineering.
Additionally, the' use of the Precast Concrete Traffic
Barrier is also approved, subject to the design by Sargent
Engineering of the attachment to the deck that the barrier can
survive a ten kip impact at the top as we discussed.
The use of the single rod through all five slabs in lieu of
the double eight foot rods has not yet been approved.
A change order will be processed for the approved changes.

Subj: Changed Condition at Piling Location of Leland Creek Bridge
Dear Mr. Nesbitt:
As you are aware, the native material found at the proposed
abutments of the Leland Creek Bridge is not what was anticipated
to be there. The material found is a siltstone that does not
allow driving pile without pre-boring. I have checked on the
availability of a boring rig and found that the only one
available at this time is very expensive and would require
extensive modification to the roadway grading to accommodate it.
I propose that the piling foundation be eliminated and that
a spread footing be designed and constructed. The design would be
done by Sargent Engineers of Olympia and submitted for your
approval.
Additionally, I propose that a Precast Concrete Traffic
Barrier bolted to the deck be used instead of the cast in-place
Traffic Barrier as shown on the plans on the upstream side of the
bridge. The attachment of the Precast Barrier would also be
designed by Sargent Engineers. This would allow the barrier to be
removed much easier than using the mechanical butt splice on the
re-bar as shown on the plans as method of making the cast in
place Traffic Barrier.
Also, the manufacturer of the Pre-stressed Pre-cast concrete
slabs ( Morse Bros, of Harrisburg, Ore. ) has proposed the use of
a single rod ( bolt) through the five slabs instead of the
double eight foot long rod as shown on the plans.
Although I do not have all the costs computed at this time,
I anticipate that incorporating the above changes will result in
a net lower cost to construct the bridge then as it was
originally designed.

cost for inspection to be. I will need this information so that I
can go before our Board of County Commissioners, as they will have

Public works has completed checking the bids submitted for the
above referenced project. and recommends that the Board of County
Commissioners award the contract to the low bidder, W.C.
McKasson, Inc., of Shelton, Washington, for their bid of
$B6,774.90.
The bid exceeds the engineers estimate by 16.5%. However, the
reason for the difference is that the project is located in an
area that requires long hauls for various components of the
project and not because of a non-competitive bid situation. The
W.S.D.O.T. State Aid office concurs with this recommendation.

Dear Bob,
3efferson County recejved only three (3) bjds for the
construction of the Leland Creek Bridge Replacement contract.
The low bid was $12,315.25 (16~ %) over the Engineer's Estimate
of $74,459.65.
I have revjewed our estjmate and the low bid. I feel the reason
for the difference is our estimate was based on state average bid
prices and this project 1s located jn an area where there will be
long haul distances for concrete, base rock, and other supplies.
I therefore feel that the low bjd at $86,774.90 is a good price
and the contract should be awarded.

Bridge Project with the WSDOT state Aid Office. They recommend
that we should accept the bid and award the contract to the low
bidder. The prices are in the right range and not too high.
Before we can award the bid, the WSDOT, with Federal Highway
Administration approval, needs to send a letter authorizing the
bid award. Additionally, the const~uction funds need to be
supplemented by $3,000.00. Attached is the supplement form for
your signature. With your concurrence we will proceed with
getting the info~mation to the WSDOT.

The WSDOT DjWBE program, approved by FHWA, requires that each
local agency project be evaluated to determine the
feasibility of including DjWBE goals.
The goal setting process is based on applying the following
criterial to each project:
1. Dollar amount of the contract to ensure that it is large
enough to permit efficient sUbcontracting.
2. work content of the project which has the potential of
being subcontracted.
3. The availability of qualified enterprises having the
potential to do the required work.
4. The geographical area in which the work is to be
undertaken.
This office and the District state Aid Engineer have applied
the criteria and mutually agreed that setting a D/WBE goal is
not appropriate for this project.

On April 20, 1987, your county engineer, Robert Nesbitt, P.E.,
wrote me indicating that acces. to our property on Rice Lake via
the Leland Creek Bridge is once again being delayed because you
must obtain the llright-af-wa.y" from the owners of the three
parcels af land involved.
Mr. Nesbitt wrote me last February) 1986, over a year ago, and I
quote the second paragraph of his letter, " The Leland Creek
Bridge has been put on the Federal Bridge Replacement Program and
construction should begin in the fallll (meaning 1986). Now, I
want to know why it took over a year for you to realize that the
'leigh-aE-way'l would be needed!
Mr. Rowe I wrote you last year, February 7, t986, expressing our
concerns. You are and have been aware of our family's
frustration and agravation caused by your delays ~hich have
denied uS accesS to our property year after year. Property,
which we had made use of for family gatherings several times a
year. Property which we planned to use while our children were
still young. I am, personally, tired of the delays, the lack of
efficiency and the apathy shown by Jefferson County; therefore, 1
respectifully request you provide me with the following
information in detail~
1) Date you first became aware that a right-of-way was necessary
form the three property o~ners involved in the Leland Creek
Bridge site.
2) Copies of '"'all letters, dates of verbal phone contact by and
with the property owners in pursuance of the necessary
right-of-way.
3) Names, titles, addresses, phone numbers of your immediate
supervisor, that person's immediate supervisor, etc. for the
complete chain of command for all individuals who have
responsibility for your authority ~egarding this issue.

representing or who would represent your department.

The cost increases for P.E. and Construction for the above
referenced project is due to the following:
1) Increase in engineering is due to an increase in
the scope of work to meet the design requirements for Fed-
eral Aid which requires more detailed plans and engineering
studies. The plan now includes lengthened approaches, and a
longer and wider bridge, increasing the area to be mapped
and thus increasing costs.
2) Increase in construction cost is due

Dear Mr. Rowe,
Received your letter of December 19, 1985, to replace Leland Creek 8ridge.
Why can't you put a few supports under the bridge that will enable us to get into
our property? There are six logs across the creek and decking on top. Waiting
until fall of 1986 or spring of 1987 is too long a period to be denied access to
our property. Other owners have contacted me about taking legal action soon.
In spring of 1987, this subject will be four years old.

Jefferson County is going to replace the Leland Creek Bridge. 'The plan is to
start construction in the fall of 1986 or spring of 1987.
The present strUC=e has continued to deteriorate to the point where it is
safe only for foot traffic. Therefore, the ccnmty plans on barricading the
approach to the bridge to prevent vehicular traffic for safety of the public.

to respond. While I certainly understand and sympathize with your concern
regarding Mr. O'Gorman's propert,y access problem, the situation you describe is
a local matter which must be resolved by lO.:lal decision-makers. Many cities
and counties in our state are facing severe budgetary constraints which
necessitate carefUl prioritizing among many important public works projects.
Due to the costly nature of bridge construction, those structures with the
highest traffic flow volumes must receive highest ranking on the county.'s
replacement schedule.
I have shared your letter with David Goldsmith, Director of the Jefferson
County Planning and Building Department. Mr. Goldsmith suggested that you
contact both the chairman of the Jefferson County Board of Commissioners, John
L. Pitts (385-2016) and Gary Rowe, Acting Public Works Director (385-3505), to
discuss possible solutions for providing Mr. O'Gorman access to his property.

Reference your letter of inquiry of April 26, 1985, concerning the use of a
bailey bridge structure as a replacement for the failed Leland Creek
Bridge.
It has not been our practice to rent bailey bridge structures for other
than short term, emergency situations. OUr component inventory is somewhat
limited, thus our hesitation to rent the material for an indefinite period,
or for other than declared emergencies where immediate permanent structure
replacement is being pursued.

jurisdiction of the Jefferson County Department of Public Works and,
therefore, their responsibility to repair or replace in order that the
property owners have access to their land on Rice lake.
On February 28, 1985, I received the enclosed letter from Mr. Brian Shelton
informing us that Jefferson County Department of Public \lorks will be
removing the Leland Creek bridge on Rice Lake Road because it has Leen
determined unsafe for traffic to use. I spoke with Mr. Bruce lorry of the
Department who informed me that the bridge has not been replaced or repaired.
However, he stated, they have been investigating the possibility of obtaining

Dear Sir:
We are in receipt of your letter of February 27, 1985
in which you 'request ,some comment from the undersigned on
access alternatives to the property that'Rice Lake;Road"
now serves.
AS you are aware, the undersigned is the owner ,of an
interest in property which immediately adjoins Leland Creek.
The bridge in question provides the sole available access
to the property owned by the undersigned.
A cursory investigation indicates that alternate access
roads would not be, feasible in that the same would not provide
adequate service for the properties involved and, additionally,
would not be economically commensurate with the benefit Which
might be received.
It appears at this point that the replacement of the
Rice Lake road bridge is the only available solution to the
problem now arising by reason of the removal of the bridge
on the Rice Lake Road.
It also appears that an alternative to the bridge which
might be economically less expensive might be the installation
of a culvert at the area where the access is provided to all
of the Rice Lake properties.

It finally appears that since the owners of the property
are paying real estate taxes and that a purpose of the taxes
is,to provide and maintain roads in the county, your agency
should give favorable consideration to the request of the
property owners involved to either the replacement of the
bridge or the installation of a culvert.
As of this date, we have not secured estimates as to
the costs of either, but fully intend to pursue this aspect
if the county does not take remedial action.
We would appreciate your early response so that we
can determine at that point what course of action to pursue.

Traditional access to Rice Lake has been the ~ain reason

Sportsmen & families have been welcomed end encoura.'e" to
use the ares with tl1e hope that it '.ill remain unSpoiled
for years to come.
Quilcene kids, for years, have 'used the lake ss tbe "01'
swimmln:'hole". They have E'ro'ln up and nOI'! bring their kids
in to show them how to fish and hunt.
In the past, ,ci ty irids came to the lake and lea rned to respect
and apprecia~nature. To do this they built & maintained a
hand-built road into our property. My 7 children have carried
on this tradition. In fact, my oldest daughter spent her
honeymoon at the lake.
Now, the br!l!dge has gone beyond repair, and must be repleced.
All other access methods have been discussed; not only by you,
but by us who use it.
You have been brought into this matter because it is well
beyond our scope tc replace it, legally & financially. It
after all, the county's responsibillity.
I feel that the replacement bridge should, as much as Possible,
maintain the "turn of the century" feeling & ascetics of the
old bridge. I realize that contemporary safety standards must
be 'considered and that current codes must be adhered to, but I
don't think we need black- top paving and yello,. 1101es. I would
like a sturdy log & plank bridge resting on burled concrete
plers. This oould be done .'ithout disturbing the creek in any
way.
The discussion we are now having, the meeting we attended in
Pt. Townsend, the lett.ers by our ls.'qers and all the inspections,
signe,maJring & posting'.'.have, to my mind, been, mainly, to delay
any aotionbeing taken. This is not, I feel, beacause you are
indifferent, but, because you felt th~t other', more importpnt
uses at' the monies necessary, we-'r"e more urgent. No", i ttcan,',
no longer be ignored. In the years that this has been overlooked,
.the costs ha,ve risen enormously. Any more delay will only

increase this cost. In yo~r letter datcd 2/27/85, you tell

the bridge replacement would cost.
Some "4';'~lheelere" and "all terrain" vehicles are gOingtto get
in by crossing thru the creek. This is gOing to do damage to
the creek bed. Should a rire or some medical emergency occur,
there will be no way for help to get in. It ^~ll be possible
to hike into, the lake. This will no doubt result in the ')",d
prolireration or trash which in turn rinc~it's way into the lake
and the creek,
One last thought is this. Over the yeal's, the existing roads
haveLbe"n al)used by very heavy loads,' very heavy rain, and
at times, heavy trarric with a very minimum or cost to the
county. These roads have handled it, with our help, mainly,
I think, because they were well planned and built. I believe
they can still serve US well and be most cost errective.
The bridge is the cr1+.Joa1 lin1r in this road system.

1. A log stringer bridge may be removed with equipment as discussed on-site
February 22, 1985.
2. Decking, running surface material and soil shall be cleanly removed prior to pulling
stringers.
3. Stringers shall be cut in a manner to avoid disrupting existing banks and mud sills.
4. All dismantling activity shall be performed in a manner to avoid disturbance to
the stream. Equipment shall operate from the road bed.
5. One old stringer already in the channel shall be left as i~\~~i\~i~~

ORDER OF WORK
Start date of project will be September 1, 1987, providing the
contract is received by W.C. McKasson and returned to Public
Works by that date. ( Later revised to September 6, 1981 by
Change Order No.1. ).
UTILITIES AND RAILROAD
There are no railroads in the area in question, nor any
underground or overhead utilities.
SUBCONTRACTORS
Forms for Request to Sublet Work were provided to the contractor.
Bruce Laurie cautioned Contractor to send in statement of Intent
to Pay prevailing wage with Request to Sublet. McKasson
indicated that he would have no subcontractors, but would have a
surveyor (NTI) to provide professional services. Bruce Laurie
indicated that a request to sublet will have to be submitted and
an intent to pay prevailing wage filed on the chainman, since he
would be considered a laborer. There are no
disadvantaged/women's business enterprise goals on this project.
RECORDS AND REPORTS
Bruce Laurie advised the Contractor that the Approval of Sources
of Material should be submitted as soon as possible, especially
with regard to the precast prestressed slabs. The state will do
the inspection at the site of manufacture.
Tom Morello stated that 3efferson county would take some control
samples to send to the state for approval and would do some

Jssurance tests on the gravel to be used, but the Contractor is
,required to do the acceptance testing.

(Bruce Laurie said that if a source used was one which had
, previously been used by the state, the state could give him
/ verbal approval of the source over the phone, but the request for
approval must still be processed. He also cautioned that the
manufacturer or source named on the request be the true supplier.
There will be no falsework plans.
Certified payrolls are required and must be submitted on this
project. 3efferson County will be doing wage rate interviews to
assure that federal wage rates are complied with.
There are no training requirements on this projects. but EEO is
actively encouraged.
Bruce Laurie will give the contractor the required job site
posters. Contractor will tack them up on his van, which was
approved by Ron Landon, WSDOT. (posters were supplied to the
contractor at this time)
TRAFFIC CONTROL AND SAFETY
Any traffic control needed will be done in accordance with
M.U.C.T.D. Type III barricades will be used at both ends of the
bridge. Bruce Laurie stated that Tom Morello or another
individual would show Contractor an alternate approach to
structure.
No traffic control plans or flaggers are anticipated to be
necessary on this project because the project site is so remote
and the bridge is presently closed to traffic. A list of the
contractors personnel available for traffic control after house
will be furnished as a precautionary measure.
Legal speed and load limits will apply to all vehicles.
ENVIRONMENTAL COMMITMENTS
A permit from Fisheries has been obtained for the construction
based on the Public Works Department's plan. Bruce Laurie will
obtain a copy for Contractor. Public Works shall be involved in
any dealings the Contractor may have with Fisheries Dept.
DISINTERESTED PARTIES DISMISSED
All parties remained.
MEETING WAS REOPENED AND A GENERAL DISCUSSION FOLLOWED.
The contractor asked about the "smooth dowel" that appears on the
Bridge plans and is required to be galvanized. He stated that in
,he past, he has not galvanized the dowel and wondered about how
"smooth" it could be if it were to be galvanized. Bruce Laurie
"said he would check with W.S.D.O.T. Bridge Division. The
contractor also asked about the joint of the Temporary Traffic
Barrier and Bridge Deck. The plans were not too specific. He
was advised that the County would check on the joint with
W.S.D.O.T. Bridge Division.
