WHEREAS, Jefferson County Public Works has recognized that a portion of a County
road is unnamed.
WHEREAS, Jefferson County Public Works and Jefferson County Fire District #4 wishes
to establish this road name, as shown on attached map (Exhibit "A"), OLD POINT WHITNEY
ROAD, pursuant to the Jefferson County 911 Emergency Locator System Ordinance Number 2-
0401-91, to allow for addressing along the road and emergency services; and;
WHEREAS, research has shown that there are currently 5 addresses on this unnamed
County road; and
WHEREAS, notification was sent to agencies and adjacent property owners; and
WHEREAS, Fire District #4 and Jeff Com support the name choice OLD POINT WHITNEY
ROAD;
NOW THEREFORE BE IT RESOLVED that the road be named OLD POINT WHITNEY ROAD.

Subject: Naming "Old Point Whitney Road"
Dear Ms. Dotson,
In response to your request to "Name Old Point Whitney Road' I would like to point out
a few facts.
1. There have been five different cases of Emergency Response Aid in the past five
years, two of which have required Helicopter Transport, on ALL occasions the
response time was immediate.
2. The parcels of land (601182002 and 601074015) separating Point Whitney Road
from "POINT WHITNEY spur" can never be built on, therefore no addresses will
be required on that footage.
Considering the items above we see no need to "Name" the road or change house
numbers.
Milepost numbers: The east parcel adjacent to the start of Point Whitney Road is the
WHOLE distance to the start of "Old Point Whitney Road" therefore changing the
"Numbers" would be a lot of inconvenience for a lot of people, for an insignificant
reason. PLEASE look at the map and realize what you are doing before you try to fit
the square peg onto a round hole just because the rules state you must.
I have attached a map of parcels with "house numbers" that would make all property
owners and Emergency Responders satisfied.
Jefferson Co is strapped for money as is the rest of the nation, this seems to me to be a
waste of tax payer money for all the Departments that will have to change all the
records ie: Dept. of Public Works, Assessor, Property Tax record changes etc. not to
mention the personal items of all the home owners.
This issue needs someone to SERIOUSLY look it over before proceeding.

Subject: Naming "Old Point Whitney Road"
Dear Miss Dotson,
Regarding the proposed name change to the Point Whitney spm road it would appear that
this is an action with no apparent need or benefit. We have bad addresses of "Point
Whitney Road" ever since the road was rerouted in the 70's. Since that time there have
been no problems with emergency, postal or utility services and there's no reason to
expect problems in the future.
There are CUlTently four property owners with addresses OIl this spur with three more
possible to the south of us and three more possible to the north. The next current address
north is 446 thus there are sufficient address numbers available to cover these future
homes. The property surrounded by Point Whitney Road and the spur is wetlands owned
by the Roy Scouts of America and is not a buildable property.
So who benefits? The obvious cost of this change to the homeowner, i.e. new checks,
address labels, fire signs, etc., is just the tip of the iceberg. All the companies we each
deal with for our home mail deliveries, i.e. newspapers, magazines, utilities, financial
institutions, catalogs, etc., etc., now need to make these changes in their systems. The
cost to the financially strapped county bas only just begun with your time already spent
and the expenses of future time and material i.e.: signage, acc.essor's office, real estate
record changes, map changes and multiple other expenses of which we aren't even aware.
Why try to "fix" what isn't broken?

Thank you for sending to me a notice of the proposed action in the renaming etc. of the portion
of the original Point Whitney Road,
Having spent nearly 29 years in the fire service, I appreciate very much the critical need to have
an accurate naming and numbering system for the emergency services and that it is also
necessary for delivery services, both daily and occasional, as well as for the general public.
To understand my position, it might be helpful to review some of this roads naming history.
When we first located here in 1960, the road from US 101 to the Point Whitney Shellfish
Laboratory Was named "Shellfish Road". Sometime after 1976, Jefferson County hired an
outside contractor to do a general name clarification etc. throughout the county. As I remember,
the contractor could not complete the contract and it was left for county personnel to complete
the project.
Sometime during this project, the existing "Shellfish Road" was renamed. The first mile of the
road was renamed "Bee Mill ROlld", apparently after a long gone sawmill. The second mile of
the road was designated "Point Whitney Road". The previous numbering system was revised and
all addresses on Point Whitney Road were changed.
In the reoaminl!: of "Shellfish Road" to "Bee Mill Road/Point Whitney Road". the principle
of clam and simplification did not occur.
This has been a constant source of confusion but the residents changed their addresses at
that time and have adapted to the confusing situation.
When directing anyone to an address on Point Whitney Road, You must say, "Take US lOl to
Bee Mill Road. Go on Bee Mill Road for I mile where the name of the road changes to Point
Whitney Road and the numbering restarts at that point."

This is a constant source of confusion. If there were to be further renumbering, this would result
in additional duplication of numbers and additional confusion. This defeats the whole purpose
of clarity of locations for emergency services and others.
Also, in my years in the fIre service, locations that were "places, lanes, courts, etc." were the
worst nightmares as far as "locations" to find were concerned. This would be the case with
numbers on "Old Point Whitney Road".
If there were to be house numbers on "Old Point Whitney Road" that duplicated possible
numbers on "Point Whitney Road" and were not consistent with the numbering on "Point
Whitney Road, the confusion that sometimes exists now would get worse, not better.
After all these many years that we have adjusted to the original questionable split naming
"Shellfish Road, and the existing situation has been satisfactory for all concerned, any change
now, would appear to attempt a correction of a problem that does not exist.
I realize there are other concerns regarding this being a "public" road, such as the need for stop
signs from one public road to an arterial but in this instance, installing two stop signs should not
require renumbering existing properties.
RECOMMENDATION
My recommendation would be to
I. Leave the house numbering situation as it has existed for many years,
2. IdentifY the road on county road documents for maintenance records etc, as "Old Point
Whitney Road" or Point Whitney Road "bypass",
3. Install stop signs, if necessary for legal reasons.
I believe an on-site review of the situation would clearly show wisdom of my recommendations.

Good Morning Everyone,
It has been brought to our attention that the portion of Point Whitney Road, now informally known as Old
Point Whitney Road, is not named or on our Road Log. But it is a county road. When the road was
realigned in 1985 this segment of road was not named or numbered. With your help we hope the process
to remedy this discrepancy will go smoothly.
My first question to everyone is whether or not "Old Point Whitney Road" is ok for a name? And if not, do
you have any other appropriate name suggestions for this specific area?

I did a site visit of the roadway in question. The paved road is still there and is drivable, the
County will need to install 2 cross road street signs at each end. Also when the road naming is
completed and the new addresses are issued this will include new address plates to replace the
existing ones at no cost to the home owners, correct? Also most of the houses are accessed off of one
driveway, how will this affect the new addressing pattern? The name "Old Point Whitney Road" will not
bea problem.

Statement of Issue: It has been brought to the attention of the Department of Public
Works that a section of County road intersecting Point Whitney Road at mile post 0.22
right is unnamed. The Department of Public Works, with the support of Fire District #4
of Brinnon and JeffCom, propose to name this County road Old Point Whitney Road.
(See Exhibit "A")
Analysis/Strategic Goals/Pro's ft Con's: In 1985 the County realigned Point Whitney
Road and the result left 3 road spurs that are no longer used for the main flow of
traffic. In 1991, 2 of the 3 road spurs were vacated. The section proposed for naming
was not vacated because it provides legal access to several properties. This road has
continued to be maintained as an unnamed County road.
Fire District #4 ft Jeff Com recommend naming the road for E -911 Locator purposes in
accordance with the Jefferson County Code (JCC 12.20).
There are currently five (5) addresses assigned at this location on Point Whitney Road.
Notices were mailed to all nine (9) adjacent property owners and affected agencies.
Fire District #4 and Jeff Com supports the road name Old Point Whitney Road. We
received no responses from other agencies. Comments have been received from some
of the property owners disagreeing with the proposed action to name the road because
this action will require site address changes and result in inconvenience. Other
property owners indicated support for the proposed action. The choice of road name,
Old Point Whitney Road, was not contested.
When unnamed roads are named, addresses change to identify the site locations along
the newly named road, This is the basic principle of most rural addressing systems,
which are intended to create uniform E911 locator addresses. The current ordinance
requires a road to be named when the 6th address on a road is applied for, A new E-911
Locator Ordinance, currently under development, will require a road to be named
when the 4th address is applied for; a change which is supported by JeffCom, the Fire
Districts and is similar to other county rural addressing systems. This road currently

has five (5) addressed sites and a new driveway was recently constructed in
preparation for development of an additional site. Given the fact that this is a County
road and that naming in the near future is inevitable to accommodate a 6th address,
Public Works recommends proceeding with the road naming at this time.
Fiscal Impact/Cost Benefit Analysis: Fees for road naming and addressing are being
waived as this is a County road and County proposed action. The County will install
new road name signs and send new address plates to property owners at no cost.
Recommendation: The Department of Public Works recommends that the Board of
County Commissioners review the attached exhibits and name the County road
Old Point Whitney Road. A resolution is attached for this purpose.
