SUBJECT: Letter to Lodging Tax Advisory Committee
STATEMENT OF ISSUE:
Following up on BoCC action from 12/23/24, the Lodging Tax Advisory Committee (LTAC) Chair has been
working with the PAO's office on a letter notifying the LTAC of the approved changes and process.
ANALYSIS:
This letter begins the process of evaluating membership, alignment, and strategy for the LTAC.
RECOMMENDATION:
Consider changes to and sign letter of support for transmission to LTAC.

RE: LTAC Alignment with County Priorities
The Jefferson County Board of County Commissioners(BOCC)has been working on ways to promote
tourism in Jefferson County. Part of this effort involves refocusing the revenue Jefferson County
receives for tourism promotion that is distributed through the Local Tax Advisory Committee through
RCW 67.28.180, which authorizes the BoCC "to levy and collect a special excise tax of not to exceed
two percent on the sale of or charge made for the furnishing of lodging that is subject to tax under
chapter 82.08 RCW." The Lodging Tax Advisory Committee (LTAC) makes recommendations to the
BoCC for distribution of this special excise tax revenue through a request for proposal process. The
BoCC accepts, rejects or modifies the LTAC recommendations. Alignment of county legislative
priorities for use of this special excise tax revenue is through the BoCC's appointment of LTAC
members under RCW 67.28.1817(l).
It is clear that the current LTAC membership does not agree with the county's legislative priorities.
Accordingly, the BOCC voted unanimously on December 23`d to open all seats for new or existing
applicants.
With public input,the BOCC will work to develop a set of bylaws consistent with RCW 67.28.1817(1)
that incorporate county priorities, an annual review process, and metrics for evaluating lodging tax
investments. Then, the BoCC will advertise the LTAC positions in the first quarter of 2025. Thank
