SR-ng WHEREAS, RCW 39.32.090 provides authorization for any political subdivision of the state to purchase supplies, materials and/or equipment from or through the United States government without calling for bids, notwithstanding any law or charter provision to the contrary; and WHEREAS, the GSA maintains schedules of contracts for approved vendors and the supplies, materials and equipment that are included in those contracts and offers some II million separate items through this service; and WHEREAS, a 2007 bond issue has been provided to fund Jeff Com 911 Radio System Improvements; and WHEREAS, the Jeff Com 911 Radio System Improvements will require the purchase of equipment shelters and emergency power generators; and WHEREAS, equipment shelters and emergency power generators are among the items that are included in GSA schedules; NOW THEREFORE, BE IT HEREBY RESOLVED by the Jefferson County Commission as follows: That in accordance with state law and in furtherance of the JeffCom 911 Radio System Improvements, the purchase ofthe goods and services listed on the attached bid documents and proposals be and hereby is authorized. The GSA Schedules Frequentlv Asked Questions (FAQs) provide a variety of information regarding the GSA Schedules Program and the use of GSA Schedule contracts. GSA Schedules offer customers direct delivery of millions of state-of-the-art, high-quality commercial supplies and services at volume discount pricing. The Schedules & Other SUDolies & Services page lists commercial supplies and services available under GSA Schedules and other GSA contracts, All customers, even those in remote locations, can order the latest technOlogy and quality supplies and services, conveniently, and at most favored customer prices. GSA Schedules also offer the potential benefits of shorter lead-times, lower administrative costs, and reduced inventories. When using GSA Schedules, ordering activities have the opportunity to meet small business goals, while promoting compliance with various environmental and socioeconomic laws and regulations. Vendors should also consider submitting offers under the Multiple Award Schedule (MAS) Exoress Proaram, a specialized program established under the GSA Schedules Program. Since the estimated dollar value of each Schedule exceeds the established Trade Agreements Act (TAA) threshold, the TAA is applicable to all Schedules. In accordance with the TAA, only U.S.-made or desiqnated country end products shall be offered and sold under Schedule contracts. Ordering From Schedules Orders placed against GSA Multiple Award Schedule (MAS) contracts, using the procedures in Federal Acquisition Reaulatlon (FARl 8A, are considered to be issued using full and open competition (see FAR 6.102(d) (3)). Ordering activities shall not seek competition outside of GSA Schedules or synopsize the requirement. In addition, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for the price evaluation required by FAR 8,405-2(d) when ordering services requiring a statement of work, By placing an order against a GSA Schedule contract using the procedures in this saclion, the ordering activity has concluded that the order represents the best value and resuKs in the lowest overall cost afternative to meet the government's needs. ARhough GSA has already negotiated fair and reasonable pricing, ordering activities may seek ackJitional discounts before placing an order. While the mandatory small business preference programs in FAR Part 19 do not apply to orders placed againsl GSA Schedule contracts, such orders may be credited toward an ordering activity's small business ooal5. These items require long lead time from order to delivery. They will be provided to and installed by a general contractor in a subsequent public works contract. Consultants are preparing the bid documents for the project to go out to bid as soon as possible. ANALYSIS: RCW 39.32.090 specifically allows local agencies to purchase supplies, materials and/or equipment from or through the D,S. government, in this case the GSA, without going to bid. Vendors for the equipment being purchased have contracts for this equipment under the GSA Cooperative Purchasing Program. Information about the U.s. GSA program is attached along with the vendor price quotes. The vendors are Thermo Bond Buildings, Inc. for the equipment shelters and Cummins for the generators, FISCAL IMPACT: Funds will be provided by the JeffCom Enhancement Fund 121 which was funded by a 2007 bond issue. Two shelters and three generators wiJl be purchased initially with an additional one or two shelters and generators pending site decisions that are in process.
