RESOLUTION OF THE JEFFERSON
COUNTY BOARD OF HEALTH ADOPTING
AN 2025 UPDATED FEE SCHEDULE FOR RESOLUTION NO.76-1121-24R
JEFFERSON COUNTY ENVIRONMENTAL
PUBLIC HEALTH
WHEREAS, Jefferson County Board of Health is empowered by RCW 70.05.060(7) and
RCW 70.46.120 to establish and charge fees for issuing or renewing licenses, permits, or for such
other services as are authorized by law; and
WHEREAS,JCC 8.00.010(6)empowers Jefferson County Board of Health to establish fee
schedules for issuing and renewing licenses and permits, or for such other services as are
authorized by the law and rules of the State Board of Health; and
WHEREAS, JCC 3.80.040 directs county departments to evaluate fee schedules
periodically for consistency with applicable laws,regulations and fee policies adopted by the board
of commissioners; and
WHEREAS, in accordance with chapter 3.80 JCC and Jefferson County Board of
Commissioner's Ordinance 06-1127-23 adopted on November 27, 2023, any new fee schedule
within the jurisdiction of the Board the Health shall be adopted by resolution of the BOH and is
adopted by reference and incorporated into Chapter 3.80; and
WHEREAS, a fee review has been conducted using the following methodology:
a) Pursuant to JCC 3.80.030,adds a 2.25%adjustment based on Consumer Price Index
-U.S. City Average for All Urban Wage Earners and Clerical Workers, published
by the Bureau of Labor Statistics for the United States Department of Labor in
September 2024 (CPIW),to account for increased expenses in 2024;
b) Adds a new base fee for Environmental Public Health of$113.00 for its work on
Site Development Reviews without soils.
c) Reduces the following base fees:
i. Licenses/Certification: Reduce from $ $686.56 to $502.00
ii. Delinquent Renewals: Reduce from $686.56 to $502.00
iii. Pre-Application meeting: changed to using the hourly rate.

iv. Site Development Reviews without soils: Reduce from $231.00 to
$116.47
d) Increases the following fees:
i. On-site Sewage Repairs: Increase fees to be the same as for a new system.
e) Eliminates the following fees:
i. O&M Inspection Report Manual Data Entry Fee
ii. Retest fee for Certified Professionals
iii Case Scanning/Technology Fee
f) Clarifies the nomenclature of the following fees:
i.Notice to title recission is for cases of non-compliance.
ii. Annual review of Financial Assurance for Community On-Site Sewage
Systems
iii Expansion of an existing drainfield
iv. On-site Sewage Repairs
iv. On-site Sewage Review for Food Service Establishments $118.65
WHEREAS, repair permits for on-site sewage are often more complicated and require
more site-specific solutions and problem solving. This takes as much time and sometimes more
time to review and approve as a new permit;therefore,the fee should be increased and all permits
treated as a new permit; and
WHEREAS, the technical assistance review fee is currently assessed for on-site septic
review at food service establishments. Adding it to the fee schedule as a separate line item
increases transparency; and
WHEREAS, Jefferson County Public Health no longer conducts testing of professionals
for certification.Jefferson County Public Health only provides an orientation to new professionals;
therefore, the fee should be reduced. This rationale also applies to the Delinquent Renewal Fee;
and
WHEREAS,the review time for a pre-application meeting is typically one hour;therefore,
the base rate should be reduced to be equal to the technical assistance hourly rate; and
WHEREAS, soil registration is effectively the same as site development review. Reviews
that do not need soil analysis take less time to review; therefore,the fee should be reduced; and

WHEREAS, evaluations of existing system monitoring inspections are no longer
conducted by Jefferson County Public Health; therefore,the associated fees can be removed from
the fee schedule; and
WHEREAS,the technology fee is used to pay for maintenance and use of the case tracking
database. The technology fee should not be eligible for a refund since resources associated with
the fee have already been expended; and
WHEREAS, the department must consider the principles of efficiency, transparency,
effectiveness, clarity, equity, and consideration of service needs when setting fees; and
WHEREAS, the updated 2025 Environmental Public Health fee schedule is embodied as
Attachment A "2025 Updated Fee Schedule for Jefferson County Environmental Public
Health",which is hereby incorporated as part of this Resolution; and
WHEREAS, any fees not expressly updated by this Resolution shall remain the same as
incorporated in the Jefferson County Environmental Public Health fee schedule by Ordinance 06-
1127-23 and relevant sections of Jefferson County Code; and
NOW THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS AND BOARD OF HEALTH OF JEFFERSON COUNTY, STATE OF
WASHINGTON:
Section 1. Findings of Fact. The Jefferson County Board of Commissioners hereby adopts the
above "Whereas" clauses as Findings of Fact.
Section 2. Purpose. The purpose of this Resolution is to adopt the 2025 Environmental Health
Fees effective January 1, 2025, and until further notice, as represented on Attachment A "2025
Updated Fee Schedule for Jefferson County Environmental Public Health", which reflects
the updated fee schedule.
Section 3: Effective Date. This Resolution shall take effect immediately upon adoption.
Section 4: Severability. If any one or more section, subsections, or sentences of this resolution are
held to be unconstitutional or invalid, such decision shall not affect the validity of the remaining
portion of this resolution and the same shall remain in full force and effect.
Section 5: SEPA Compliance. This resolution is categorically exempt from the threshold
determination and Environmental Impact Statement requirements of the State Environmental
Policy Act under WAC 197-11-800(19).

the United States Department of Labor.
The annual fee adjustment shall be calculated as follows:Each fee in effect immediately prior to the adjustment date will be increased by the percentage increase in the CPIW as reported for the month of September preceding the
adjustment date.Increases will be rounded to the nearest dollar.A fee shall not be reduced by reason of such calculation.However,fee increases in accordance with this calculation shall not exceed five percent per year.
