Dear Jefferson County Commissioners, By now, you have probably received the recommended list of Sheriff applicants from the Jefferson County Democrats' Central Committee or will soon receive it. The list includes Undersheriff Andy Pernsteiner, now Acting Sheriff, Patrol Sergeant Brett Anglin, and Patrol Deputy Art Frank. Over the last year, as a JCSO Citizens Advisory Committee member, I became acquainted with Andy and Brett. During my ride-along with Brett, I had an opportunity to discuss his views and watch him in action. In 2017 or 2018, Sheriff Dave Stanko introduced me to Art when Dave and I discussed updates to the JCSO strategic plan. My friendship with Art grew when he ran for Sheriff against Joe Nole in 2022. I have learned quite a bit about the applicants' experience in and approach to law enforcement. Of the three applicants, Art's training, experience, and knowledge make him much more qualified to be sheriff than Andy or Brett. Art Frank During 35 years at the Glendale Police Department in Los Angeles County, Art served as a Patrol Officer, Training Officer, K-9 Officer, Detective, and member of the SWAT and DUI Teams. Knowing that a large metropolis and a rural community differ in culture and conditions, Art has successfully transferred his experience, knowledge, and skills from Los Angeles to his work at the JCSO. When Steve Dickman, a Deputy District Attorney for Los Angeles County, endorsed Art for sheriff in 2021 he said the following: * "As a Deputy District Attorney in Los Angeles, I’ve worked and known Art for almost 15 years. For six of those years, we were joined at the hip as Art ran the largest most complex criminal investigation in Los Angeles County. This Task Force comprised of local, state and federal agencies, solved eleven murders and attempted murders and took 17 killers off the street." * "Art knows how to motivate people. He knows how to get the best out of each person and make use of their talents. Most importantly for a person running an organization like your Sheriff’s Department, Art knows how to keep everyone moving in the right direction to accomplish the mission." * "Besides leadership and brains, Art also brings an unwavering commitment and willingness to do the right thing even when it is unpopular or not expedient. In my 27 years as a Deputy DA, I have never met a police officer more committed to doing what is right and what is fair than Art Frank. It is driven by a desire to serve and to serve all the People, be they victims, witnesses or even defendants. I have personally seen Art – at great personal cost – advocate for a position that was not popular but was right." Art began his service as a Patrol Deputy at the JCSO in January 2016. He has been a Patrol Deputy, Detective, Chief Criminal Deputy, and Undersheriff. When Joe Nole became Sheriff, Art resigned as Undersheriff to allow Joe to select his own Undersheriff and accepted the position of Patrol Deputy. Art has been a volunteer with Quilcene Fire Rescue, an elected fire commissioner for Fire Protection District 2, and has served on the JeffCom 911 board. Sheriff Stanko and Undersheriff Frank attempted to institute community policing* but found too much resistance among the deputies. Andy Pernsteiner Andy's career in law enforcement has been solely in the JCSO. He was a reserve deputy for a year or two, and was formally hired as a JCSO Patrol Deputy in 1998. He served in that capacity until 2006 when he was promoted to Patrol Sergeant, and in 2019 became the Undersheriff. A little over three weeks ago he was appointed to the position of Acting Sheriff. To the best of my knowledge, he has never led a multi-agency team or been involved in any SWAT actions. Andy claims to be a few weeks from being ready to turn in the materials to seek accreditation, and he expects the JCSO to be accredited by springtime. I believe he has performed adequately as Undersheriff and has worked to get accreditation for the JCSO over the last year or so. However, he has done little to institute community policing* and nothing to improve the functioning of the CAC. Brett Anglin Brett's career in law enforcement has been solely in the JCSO. He has been with the force for at least 20 years and was a Patrol Deputy in 2005. Brett was a Detective for a relatively short time, then went back to being a Patrol Sergeant. To the best of my knowledge, he has never been involved in budgeting or long-range planning. Nor has he led a multi-agency team or been involved in any SWAT actions. Though his experience is limited, his knowledge of and ability to apply community policing* principles are good but limited to meeting with residents who have had a criminal history; Brett has been unable to meet with business owners and residents to establish a true community policing presence. Conclusion Your choice for Sheriff should be clear once you answer this last question. If there were a mass shooting event in Jefferson County, especially at one of our schools, who would you rather have in charge? * In simple terms "Community Policing lays the foundation for building trust and a profound sense of security by creating open lines of communication and collaboration between law enforcement officers and residents. When officers actively engage with community members on a regular basis, they become familiar faces. It is much more comforting seeing a familiar face in a time of need rather than a stranger in a uniform who you feel is looking at you as a potential threat. This familiarity humanizes the police force and allows residents to see officers as allies who genuinely care about their well-being."
