RE: Recommendation of Art Frank for Appointment to Sheriff of Jefferson County
Dear Commissioners,
I am writing to urge you to appoint Art Frank to fill the position of
Sheriff of Jefferson County until the special election. I strongly believe that
we need Art’s leadership in Jefferson County Sheriff's Office at this critical
time in our County’s development.
My wife and I have been residents of and property owners in Jefferson
County for over a decade. We first met Art in 2016 when we were in need
of help from JCSO. We were impressed and grateful for the
high quality of his public service then and have followed his selfless career
ever since. I am retired from a career in Insurance. My wife
still works in the financial industry, serving clients here in Port Townsend.
We plan to live in Jefferson County for the rest of our lives and we desire
law enforcement that meets the needs of all the people of the County.
All indications point to growth for our County in the coming months and
years. New development with more housing and more business is highly
likely with the advent of the new sewer system in the Hadlock UGA and
broad-band internet expanding through rural areas. We are excited about
the potential, especially to address the housing crisis in our area. With
growth comes opportunity but with more residents comes an increased
demand on law enforcement. We need JCSO to step up, recognize and
prepare to meet those challenges. That will require a high degree of
planning, vision and experience. This challenge will not be met
effectively by being content with the status quo.
Art Frank is the most qualified candidate to start the process to get JCSO
on track to meet the future needs of all County residents. As you
know, Art’s experience is both deep and broad. In his more than 40 years
in law enforcement he has served in many front line and many key
leadership roles. He has served with both large and small communities.
He is uniquely qualified to shepherd JCSO into becoming the efficient,
effective and engaged agency it must be to address change over the next
few years and beyond.
In addition to experience, a leader needs vision and strong principles to be
successful. What I have learned about Art in my personal experience with
him is this: Public Service is a calling to Art, not a job. His mantra of; “Respond and
resolve for all communities” aligns with the principles that I
cherish. I have found that Art believes that law enforcement should serve
all residents equally and consistently. He believes in supporting
and developing the members of his team which results in superior teams
and superior service to the community. He believes that JCSO should be
meeting rigorous standards required for accreditation by the Washington
Sheriffs and Police Chiefs to increase professionalism and standardization.
He feels that JCSO must have a robust strategic plan to guide the
department in the present and long into the future.
These are the qualities that I firmly believe we need in law enforcement
leadership so that we can maintain and improve the service that JCSO
provides to our community AND handle what our future brings.
Please appoint Art Frank to the position of Sheriff. Jefferson County voters
deserve a chance to experience what law enforcement can be as we all prepare
to make our choice for Sheriff in the next election.
