Hi Greg and Heidi and Heather, The new bridge between Indian Island and Marrowstone was constructed by NOSC (North Olympic Salmon Coalition) between 2019 and 2020. It opened up the waterways between Oak Bay and Scow Bay so that young salmon could find sheltered waters to develop before their arduous time in the Pacific Ocean. Marrowstone Islanders were given the privilege of naming the structure in what has become a long endeavor. Our Naming Committee has taken this task seriously and through a three step process, the residents have voted in a name which also happens to be most agreeable to the S’Klallam Tribes in our area. I will go into detail later. Now to the point of this email to our Jefferson County Commissioners… Tomorrow we have a Zoom with the Washington State Transportation Commission folks. They have been presented with our request and have said they want to go over the official Procedure to facilitate such an action. One of their Policies involves the “Evidence of community support and acceptance…” such as “Resolutions passed by local, publicly elected bodies in the area of the facility [bridge]”. As you know, Marrowstone (actually Nordland), being an unincorporated area, does not have its own “publicly elected bodies” such as a Mayor or a Town Council. Our Jefferson County Commissioners are the closest entity that might satisfy that requirement. This e-mail is a “heads up” to introduce you to our appeal for your support, which we will know more about tomorrow. The name was determined by Islander votes and approved by the three S’Klallam Tribes comprising the S’Klallam Nation in our section of Washington State. The Committee is following guidelines as outlined in Policy and Procedure paper No. 12 with additional reference to the 2023 Washington Code 47.01.420 — Naming and renaming state transportation facilities. The name we are requesting is as follows: Passage Through Bridge scɬə ́qʷ It is the Anglicized name of the waterway under the bridge plus the S’Klallam Nation’s version of that name. It was voted on by residents of Marrowstone Island and the S’Klallam Cultural Tribal representatives. The following is an explanation of the process we undertook to include as many residents of Marrowstone as possible and to follow your Policy and Procedure rules in this undertaking. As you know, groundbreaking for the Kilisut Harbor Restoration Project was oﬃcially celebrated on August 12, 2019, to re-open the waterway between the two above mentioned islands so that young salmon and other marine life could access safer waters while developing before their journey out to sea. The new Bridge over this waterway was titled #9447 SR 116 Kilisut Harbor Fish Barrier Removal Bridge. That pathway was and continues to be the only non water entrance to Marrowstone and was a land bridge with pipes underneath for many years. Once completed in late 2020, Kevin Long of the Northern Olympic Salmon Coalition (NOSC), the project manager for bridge construction and Dan McKernan of the Washington DOT, both wrote that they supported the community naming the bridge. (see attached) Early in the naming process, the Committee reached out to the Jamestown, Port Gamble, and Lower Elwa S’Klallam Tribes through their combined tribal Cultural Committee. We agreed to co-ordinate our eﬀorts. The Cultural Committee had successfully named the waterway under the bridge, but because maps only record English letters, they had to relinquish their hope to have their native word as the waterway’s name. Since no such restriction is set for the Bridge itself, and since Section 7 of the Policy and Procedures paper allows there to be potentially more than one name for the Bridge, we proceeded in good faith that if there was not full agreement on the name, more than one name might prevail. Marrowstone Island is an un-incorporated area and though we have our own zip code, we have no local publicly elected bodies. We do have County Commissioners whom we elect and we have a few long standing organizations of Island-only members whose oﬃcers are elected from their membership. When we started the naming process, we relied on this latter group to act as our elected oﬃcials. The 2023 update to Code #47.01.420 has validated that decision. In chronological order, our selection process was as follows: At the annual Strawberry Festival an announcement was made regarding the contest to be held. Island attendees were told this was an unoﬃcial test run to see if folks were really interested in participating. The rules were announced and some folks submitted names. Then the oﬃcial process began… First…Through Marrowstone Island Nextdoor and our Island .io site, we announced that all Nordland residents and all Nordland land owners could introduce a name for the Bridge. Their property address and their rationale for that choice was to be filled in on a form located at a specific website we secured for that purpose or on a paper form picked up and dropped in a box at the Nordland Store (outside, as the store had not been re-opened yet) or mailed to the MICA PO Box. The voting was extended by request. The committee then gathered and validated the addresses, rationales and grouped the nominations (49 diﬀerent ones) into three categories… names, places, animals/objects. Second… The three prominent island only membership organizations were then contacted with the request that all duly elected oﬃcers, beginning with the year the vision of the Bridge was first presented to us by NOSC — 2016, were asked to fill in a voting form as follows: Each person put a maximum of 5 dots in a single name with a total of 9 dots per ballot… there had to be at least 3 diﬀerent choices per person. The Naming Committee totaled the dots and then isolated the top 6 choices. Third… These 6 names were then presented back to the islanders who could vote for one name. Again they had to disclose their property’s physical address. The committee gathered and counted each vote. As it turns out, though each of the six options received at least one vote, the winner of the Island voting receiving 50% of the total vote (second place receiving 31%) and it included the name the S’Klallam wanted for the bridge. It turns out that the residents and the tribes are in full agreement that they wish the name to be “Passage Through Bridge with scɬə ́ qʷ displayed underneath.” Passage Through Bridge scɬə́qʷ (The little symbol at the end of the S’Klallam word meaning “Passage Through” is a super imposed W) Because of the care in choosing a name and the agreement between the residents and tribes, we hope that you will voice your approval of this name for the bridge. We are in process of gathering State and County elected officials’ approval for this choice.I’ve attached emails from the S’Klallam Cultural Committee representatives and one from Steve Tharinger.
