1.0 MAJOR FUNCTION AND PURPOSE
1.1 Responsible for organizing, planning, managing, directing and administering all non-judicial
functions of the superior court.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given significant discretion, within the scope of policy and
regulations, in the routine performance of their duties; supervision and guidance are received
from the superior court judge.
3.0 SUPERVISION EXERCISED
3 .1 Persons in this position supervise bailiff positions, as needed. Supervisory responsibilities shall
be carried out in accordance with Jefferson County's policies and applicable laws.
Responsibilities include interviewing, recommending for hire, and training; planning, assigning,
and directing work; appraising performance; addressing complaints and resolving problems.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
4.1 Serves as staff and confidential administrative assistance for the superior court judge.
4.2 Coordinates and manages schedules for judicial activities such as hearings, trials and settlement
conferences for the superior court judge, visiting judges from other jurisdictions, court
commissioners, and pro tern judges.
4.3 Oversees accounting ofrevenues and expenditures and prepares and justifies budget. Informs
judge of department's financial status on a monthly basis. Responsible for processing payments,
collecting fees, managing grants and contracts, and reporting hours for payroll.
4.4 Responsible for managing the Jefferson County Law Library including maintaining current
subscriptions.
4.5 Coordinates and manages Guardian ad Litem (GAL) Title 11 and 26 programs including
applications, rotation roster, and certification coordination. Maintains the GAL code of conduct,
notifies persons appointed as GALs, addresses their concerns, provides information on grievance

procedure and process, maintains list of individuals interested in GAL training and sends out
notices of training opportunities.
4.6 Maintains and coordinates electronic court reporter contract and ordering process.
4.7 Coordinates, tracks, and/or processes various court items and programs such as RALJ (Rules for
Appeal of Decisions of Courts of Limited Jurisdiction) scheduling, affidavits of prejudice,
interpreter acquisition, facilities coordination, data dissemination, indigence determinations,
inmate correspondence, and supplies needed for court and the law library.
4.8 Monitors effectiveness of the annual indigent defense contract and works with the judge and
attorneys on maintenance of the contract.
4.9 Investigates problems that affect case flow and recommends or implements corrective measures.
4.10 Attends meetings on behalf of the court such as Law and Justice and other county committee
meetings.
4.11 Acts as Liaison to County Bar Association keeping them apprised of new policies, procedures,
and local court rules.
4.12 Prepares the local court rules on a yearly basis or as needed on an emergency basis.
4.13 Performs other tasks as directed.
4.14 Manages technology in the courtroom including Zoom and visual equipment with support of the
IT department.
5.0 REQUIRED KNOWLEDGE AND ABILITIES
5 .1 Ability to read, analyze, and interpret common scientific and technical journals, policy and
regulations, and legal documents. Ability to respond to common inquiries or complaints from
customers, regulatory agencies, or members of the business community. Abilrty to write speeches
and articles for publication that conform to prescribed style and format. Ability to effectively
present information to top management, public groups, and/or boards of directors.
5.2 Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical
situations.
5.3 Ability to define problems, collect data establish facts, and draw valid conclusions. Ability to
interpret an extensive variety of technical instructions in mathematical or diagram form and deal
with several abstract and concrete variables.
5.4 Ability to use a personal computer word processing and spreadsheet software, and office
equipment standard to areas of assignment. Ability to adapt to new or modified equipment and
technologies.
5.5 Demonstrated successful supervisory and managerial experience is preferred. Implements and
maintains sound organizational practices.
5.6 Requires thorough knowledge of Washington State Superior Court procedures.

5. 7 Maintains a high standard for accuracy, completeness, and efficiency in the preparation ofreports
and budgets. Independent and self-motivated to complete required deadlines while
simultaneously completing other tasks.
6.0 MINIMUM QUALIFICATIONS
6.1 Associates (AA) degree in a criminal justice or business-related field from a two-year college or
technical school, supplemented by a minimum of five (5) years' experience in progressively
responsible positions in a Court or law office up to and including supervisory responsibility; or
equivalent combination of education and experience.
6.2 Successful completion of required training classes to obtain certificates necessary for functional
skills performance, maintenance and improvement.
6.3 A valid Washington State Driver's License.
6.4 Required to pass criminal background check.
7.0 DESIRABLE QUALIFICATIONS AND ABILITIES
7 .1 Familiarity with tools, instruments, equipment and techniques commonly used in the performance
of related tasks.
7 .2 Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in
stressful situations, relate to various personality styles in a calm, professional manner.
7.3 Understands the need for maintaining confidentiality of sensitive information.
7.4 Ensures efficient and effective utilization of volunteers and department personnel, funds,
materials, facilities, and time.
