Reorganization of the Board Chair Greg Brotherton moved to nominate Commissioner Kate
Dean as chair. Commissioner Heidi Eisenhour seconded the motion which carried by a
unanimous vote. Commissioner Dean will be the Chair for 2021.
Comments from the new Chair of the BOCC Chair Dean commented on women in the BOCC
and various County topics.

ensure equal opportunity for the public to comment, all comments shall be limited to three minutes per person

it means proceed to speak; the yellow light will go on when the speaker has 30 seconds remaining; the red light
illuminated means stop. Please start by stating your name and address.

pandemic, citizens can submit public comments remotely to the Commissioners by email. Emailed
comments will be read aloud by staff for up to three minutes during the meeting’s public comment

County Personnel Administration Manual
Andy Rowlson, Human Resources Manager
AR highlighted proposed changes to the Personnel Administration Manual. Chief Civil Deputy
Prosecuting Attorney Philip Hunsucker provided more detailed information. MOTION HE moved to
approve RESOLUTION NO. 01-21 re: Updating the Jefferson County Personnel Administration
Manual. GB seconded, unanimous.

- DISCUSSION AND POTENTIAL APPROVAL re: In the Matter of Adopting
a Fifth Temporary County Policy Based on Emergency Response to the COVID-
19 Pandemic

Andy Rowlson, Human Resources Manager
HR Manager Rowlson stated the previous was set to expire 12/31, but employers can extend to March
31st. Also recommending to refill FFCRA employee covid bank hours. MOTION GB moved to approve
RESOLUTION NO. 02-21 re: Fifth Temporary County Policy Based on Emergency Response to the
COVID019 Pandemic. HE seconded, unanimous.
- DISCUSSION AND POSSIBLE ACTION re: HEARING NOTICE re:
Emergency Supplemental 2020 Budget Appropriation/Extension for Public
Health’s Land Acquisitions Fund – Fund 129; Hearing scheduled for Monday,
January 18, 2020 at 10:30 a.m. in the Commissioners Chambers at the Jefferson
County Courthouse, 1820 Jefferson Street, Port Townsend, WA
Mark McCauley, Central Service Director
MM explained need for the proposed hearing notice. $10,386 increase in both revenue and expenditure
in Fund 129 that Env’l PH uses in support of Conservation Futures. With a correction GB moved to
approve the hearing notice as amended. HE seconded. Unanimous.
