OPMA Requirements met? (2:53) Yes. Public Comment (3:00) • Guest #1: Inquired about the Gibbs Lake Park Caretaker position. o A status update was provided. • Laura Pollock: Thanked Parks Manager for opening the Connector Trail at Gibbs Lake, Parks staff for their maintenance work at the park, and commendations to the previous Gibbs Lake Caretaker. • Guest #2: Thanked the committee for recording the meeting and requested meeting documents be uploaded. • Guest #3: Quilcene resident shared they did not receive the Aquatic Center Survey in their PUD as it was expected. • Chris Macklin & Sam Miller (Rec Staff): Macklin introduced Sam to the JCPRAB and County Commissioners. They provided a Rec program update. Minutes approved (17:28) Moved by Karin, seconded by Vern, and carried all in favor: to accept meeting minutes from August 1, 2024. OPEN FORUM FOR BOARD MEMBERS (18:37) Bob Hoyle shared East Jefferson Trails group meeting details. Karin inquired to the commissioners if they were aware of any funding at risk. Discussion followed. Jon inquired about the Olympic Discovery Trail Call for Bids. NEW BUSINESS (25:30) 2025 Board Chair and Vice Chair nominations Commendation was given to Jon Cooke for his role as Chair in 2024. Bob Hoyle was nominated for chair. Karin Nyrop volunteered for vice chair. (28:10) Moved by Jon, seconded by Marianne, and carried all in favor: to appoint Bob Hoyle as Chair and Karin Nyrop as Vice Chair for 2025. 2025 Board Work Planning Session (29:37) Discussion was had to set reoccurring dates for annual JCPRAB events and JCPRAB taking on more responsibility for the events. • Annual Park Tour: 4th Weds in April from 9am to 2pm. o April 23rd o Subcommittee: Bob & Marianne • Celebration of Stewardship: 3rd Weds in September from 3pm to 5pm at HJ Carroll Rotary Pavilion. o Subcommittee: Vern, Marianne, Susie • Annual BoCC presentation: 2nd Mon in May. (April agenda item) (51:00) Achieving a Quorum – Discussion regarding quorum confirmation options and the importance of attendance. (52:55) Discussion regarding JCPRAB being held to OPMA standards. SUBCOMMITTEE REPORTS (58:46) Chimacum Park None Volunteering/Outreach Update– None OLD BUSINESS (59:08) Aquatic Center update from Commissioner Greg Brotherton The board invited Greg to a later JCPRAB meeting for an Aquatic Center update. If board members are interested, reach out to Commissioner Brotherton. Karin: Commended Jeff Co Parks & Rec for allowing free access to their parks. A discussion occurred regarding the importance of free, accessible park spaces. ADJOURNMENT (1:41:32) Bob adjourned the meeting at 4:43 p.m.
