Seventeen years ago, Wendy Cisneros found herself alone and scared in an unfamiliar city. Recently separated from her husband, she was suddenly on her own with a baby boy to look after
and no idea where they would sleep or how they would eat. “I didn’t know what to do,” she recalls. “I didn’t know that there were resources for housing, for food, so I was navigating
it all on my own. It was really intense.”
Much has changed since those terrifying first months. Today, Wendy’s baby boy is a young adult studying at North Seattle College. And Wendy herself is a medical assistant at a public
health clinic in downtown Seattle, where she uses her firsthand experiences with poverty and homelessness to support others in similar situations.
She’s also one of the newest Solid Ground Board of Directors members, helping to shape our work and future with the wisdom and insight you can only get by living through the reality
of poverty.
Wendy is now the third person to join the board after serving on Solid Ground’s Community Accountability Council (CAC), a group of community members with lived experience with poverty
formed in 2019 to hold Solid Ground accountable to our mission and assure we continue to meet needs identified by the people we serve.
This includes our Board Chair, Mary Ruffin, who once lived in Solid Ground’s Sand Point Housing and first joined the CAC to make sure the agency does right by its residents.

The Refugee Advisory Council helps ensure the coordination of services for refugees and immigrants and raises awareness of issues that affect refugee and immigrant communities throughout
Washington state.
The purpose of the RAC is to:
• Convey local or regional concerns to DSHS and other state agencies.
• Prioritize refugee-related issues and concerns.
• Provide statewide planning, guidance and recommendations on policies, programs, funding and service delivery for refugees and immigrants.
• Provide information and interpretation of state policies, programs and funding to refugee and immigrant communities.

Illinois Case Study: Strengthening Connections to Nutrition Benefits for Children Through Improved Technology and Data Sharing
Explore innovative pilots that government agencies and their community partners are deploying to combat hunger by aligning the Supplemental Nutrition Assistance Program (SNAP) with other
nutrition supports in the second cohort of the Coordinating SNAP & Nutrition Supports (CSNS) program.
Our new series of case studies will feature CSNS pilot projects from Illinois, North Carolina, San Francisco County (CA), and Caroline County (MD). These pilots aim to generate replicable
lessons learned, paving the way to improved benefits access and streamlined, customer-centric service delivery models at a national scale.
Today, we highlight Illinois' focus on modernizing agency data systems in service of enabling smoother Summer Electronic Benefits Transfer program (Summer EBT) eligibility determinations,
supporting more efficient direct certification for the National School Lunch Program, and conducting targeted outreach to students and families who qualify for SNAP.

in the Washington state legislature that limit how much landlords can raise rents and prevent predatory rent increases. We're gathering photos of rent increase notices that people in
Washington have recently experienced to show lawmakers why we need to stop excessive rent increases.
Big money landlord & realtor lobby groups are telling lawmakers that excessive rent increases aren't happening or aren't happening often. We know the impact excessive rent increases
have on our communities though. With your story and a photo of your rent increase notice, we'll prove they're wrong. Our collective stories are our collective power. Together we can
create a Washington where everyone has a safe, affordable, home to call their own!

Building better futures through cultural education at WayOut Kids

Community Reinvestment funding from Commerce allowed Tacoma's WayOut Kids to expand its proven education methods into violence prevention using creative characters and storytelling.
Frederick “JD” Davis recognized an opportunity to enhance learning through cultural connection. Understanding that traditional teaching methods weren’t reaching all students, Davis and
his team developed an innovative approach using music and characters.
The comprehensive science, technology, engineering, art and math education program serves 450 to 500 children annually through its innovative eight-week rotation model.
In 2024, WayOut Kids received a significant Community Reinvestment Project grant from Commerce to incorporate violence prevention into its program.

Multifamily Housing Unit releases updated Housing Trust Fund Handbook
Update has changes related to how Commerce administers affordable housing programs
The Washington State Department of Commerce’s Multifamily Housing Unit (MHU) is releasing an updated version of the Housing Trust Fund (HTF) Handbook. The HTF Handbook contains a set
of complete guidelines to applicants, housing developers, and property managers who activate state-funded affordable housing properties.
This new version was written in response to an update to Chapter 43.185A <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=242b3ef711&e=b80de0d97c>

Funding for crime victim services in Washington is running short

Programs for survivors of domestic violence, sexual assault, and child abuse are on the cusp of closure, advocates warn. Legislators are looking at options to provide more cash.
With dwindling federal funds and a looming state budget shortfall, Washington lawmakers are trying to figure out how to keep paying for services for crime victims.

by this summer. The state has backfilled that money in the past to ensure people don’t lose access to things like legal advocacy, therapy, emergency shelter and forensic exams.

past July 1 could be difficult, raising worries that some programs could have to close.
“This network is at its most fragile state it’s ever been,” said Laurel Redden, director of communications at King County Sexual Assault Resource Center. “We’re getting to a point where
there is really going to be stress and strain on these organizations.”

What is LIHEAP Action Day?
LIHEAP Action Day is an advocacy event where participants meet with members of Congress to highlight the importance of energy assistance programs and ensure families in need have access
to essential services year-round. Advocates from 45 states attended in 2024, participating in 300+ meetings with Congress.
As a NEUAC member, your voice is crucial in shaping policy on energy assistance and energy affordability.
