HomeMy WebLinkAboutRA1 Jefferson County + Tetra Tech + Strategies 360 = Connectivity S 360:CJCO,WAW,DC TRATEGIES ONNECTING EFFERSON OUNTY TO LYMPIA AND ASHINGTON S360 proposes to work with Tetra Tech and associated firms in order to secure further funding for the completion of the Port Hadlock Wastewater System. S360 knows that the key to successfully funding a project relies heavily on the ability to secure funds from a variety of sources and partners. Especially in the midst of the difficult economic climate, public officials are looking to see what sources of funding are committed to a project before offering their support. S360 was pleased to work with the Tetra Tech team in 2009 to secure a $1 million STAG Grant, and a USDA grant for $25,000, for the Port Hadlock Wastewater System, but knows the grants are only the first step. S360 is prepared to work with the Tetra Tech team in order to strategically identify and apply for other funding in order to complete the Port Hadlock project. Additionally, S360 will act in concert with other jurisdictions to pursue funding for sewage treatment programs throughout the Puget Sound region and the state of Washington. State Scope of Work S360 proposes to work with the Tetra Tech team to lobby at the state level in efforts to secure a $1,324,000 community projects appropriation in the state Capitol Budget during the 2010 state legislative Session. The appropriation will consist of two components: An $820,000 local match for the STAG grant; and a request for $504,000 for the purchase of land for the sewage treatment facility. Assuming we are successful in obtaining funding to make the project “shovel ready” we will aggressively pursue other grant and funding opportunities toward the construction phase of the Port Hadlock project. Additionally we will act in concert with other jurisdictions to pursue funding for sewage treatment programs throughout the Puget Sound region and the state of Washington. Federal Scope of Work The S360 Washington, DC team will be working with the Seattle office to identify and apply for other potential sources of funding. 11 Included in the federal funding strategy will be an effort to secure an additional STAG grant through the Fiscal Year 2011 appropriations process. S360 would build upon the solid foundation that has been built from the FY2010 appropriation that was secured by Congressman Norm Dicks and communicate the need for additional funding. The S360 team will also work to identify further sources of funding at the federal level including programs within the next surface transportation authorization bill, American Recovery and Reinvestment Act funding, and grant and loan programs through EPA, USDA Rural Development, Department of Health and Human Services, and the Economic Development Administration. ACRFS OMPETITIVE ATE AND EE CHEDULE Normally for an effort of this magnitude Strategies 360 would charge a monthly retainer fee of $15k-20k for the combined federal and state government relations. Because of our close and longstanding relationships with Jefferson County and TetraTech, and the County’s especially acute current budget constraints, we propose continuing the monthly retainer fee of $6,250 per month for federal and state lobbying services, from January through December 2010. All of Strategies 360’s federal and state legislative services would be included within this fee. Because of Strategies 360’s business model, Jefferson County will benefit substantially from the full-service S360 teams on the ground in Washington DC, and in Washington State. S360 will reinforce its federal relations activities on behalf of Jefferson County with its ability to influence and affect the political and public policy environments in Washington State. Strategies 360 is highly sensitive to the need for confidentiality. All information that may be acquired in connection with or as a result of work performed on behalf of Jefferson County and TetraTech, would be kept in strictest confidence. Strategies 360 would not disclose any information designated by Jefferson County or Tetra Tech as proprietary or confidential. Strategies 360 warrants that there is no conflict of interest arising from its other contracts or other employment and the activities that would be performed on behalf of Jefferson County or Tetra Tech. Strategies 360 would advise Jefferson County and Tetra Tech if any such conflict arose.
