SUBJECT: Agenda Item - Interlocal Agreement with Clallam County to
Fund Support of North Pacific Coast Marine Resources
Committee (NPC MRC); July 1, 2009 - June 30, 2011; $11,200
STATEMENT OF ISSUE:
The new MRC would concern itself with Pacific coastal issues in connection with the
Washington Department of Fish and Wildlife's Coastal MRC Program
(htto:/ /wdfw.wa.gov/about/volunteer/mrc) developed under Chapter 36.125 RCW.
The exploratory phase of MRC development for western Jefferson and Clallam Counties
began in late 2008 and concluded on September 8, 2009 with BoCC approval of a joint
resolution to establish the MRC.
Clallam County is currently the designated lead agency for administration of the MRC along
our outer coasts and has since received funding from WDFW (#09-1514) to support MRC
activities. This Interlocal Agreement would provide pass through funds to Jefferson County
for Environmental Health participation and to provide assistance with educational and
outreach.
ANAL YSIS/STRATEGIC GOALS:
The agreement would provide for Jefferson County Environmental Health (EH) involvement
and attendance at MRC meetings and events. EH would also continue to publish the MRC's
electronic newsletter and would develop a print newsletter and assist in hosting an outreach
event.
Both counties are initiating activities to identify MRC members and establish a meeting
schedule.

FISCAL IMPACT:
There is no impact to the General Fund for this agreement. These funds were anticipated
and have been budgeted in EH.
RECOMMENDATION:
JCPH Management recommends that the BoCC sign the accompanying interlocal agreement
with Clallam County.

WHEREAS, Chapter 36.125 RCW provides authority for the Washington Department of Fish
and Wildlife (WDFW) to create a new program to provide support for the development,
administration, and coordination of coastal marine resources committees (MRCs) and MRC-
sponsored projects that benefit coastal and marine resources; and
WHEREAS, Clallam County and Jefferson County approved a joint resolution on September 15,
2009 to form the North Pacific Coast Marine Resources Committee under Chapter 36.125 RCW;
and
WHEREAS, Clallam County'has been designated the lead agency for administration ofRCW
36.125 along the outer coasts of western Jefferson and Clallam counties,
WHEREAS, the Washington Department ofFish and Wildlife (WDFW) approved a contract
with Clallam County (WDFW #09-1514) to implement the North Pacific Coast Marine
Resources Committee on November 10th, 2009; and
WHEREAS, the Interlocal Cooperation Act (Chapter 39.34 RCW) provides authority for
governmental entities to exercise their respective powers jointly through intergovernmental
agreements; and
NOW, THEREFORE, it is mutually agreed that:
Clallam County contracts with Jefferson County to participate with Clallam County in meetings
and educational outreach activities to support the North Pacific Coast Marine Resources
Committee, as outlined in the attached scope pfwork (Exhibit A), consistent with the grant
contract between Clallam County and the Department ofFish and Wildlife (# 09-1514), and
Clallam County will compensate Jefferson County up to the sum of$11,200 for the activities and
products detailed in Exhibit A.
This agreement will terminate at the end of the 2010-2011 state budget biennium, i.e., no later
than June 30, 2011. Both parties may terminate this agreement upon 30 days notice to the
director of Clallam County Community Development or the director of Jefferson County Public
Health for any reason.
This agreement may be amended by the mutual written agreement of both parties. The basis for
amending or terminating this agreement may be an increase or decrease in project funding,
addition of required tasks not addressed in this agreement, or other items affecting the planning
process required under Chapter 36.125 RCW.

The effective date of this agreement shall be July 1 st, 2009 and commence upon signature by
both counties. This document may be executed in counterparts, each of which will have the same
force and effect of the original.

Marine Resources Committee (MRC)
The tasks for WDFW contract #09-1514 with Clallam County require implementation of the
work plans described in the finalrepo.rts of the separate Jefferson County and Clallam County
Exploratory MRC processes, dated June 29, 2009. The following are tasks in the contract #09-
1514 that require joint actions of both Jefferson and Clallam counties, and for which Jefferson
County will be compensated in the total amount of$ 11,200.00.

Task3: MRC Outreach (ClaUam and Je.fferson) -.Continue publication of the e-mail "E-MRC
News" as the "MRC News". Develop a prototype design for the North Pacific Coast MRC
Newsletter and publish an initial issue to, in part, solicit logo designs. Cost: $ 5,950.
Deliverable 3a: At least two editions ofJbn MRC News including meeting summaries
(monthly there-after). (Due January 31, 2ii) ($2,000)
Deliverable 3b: Design and publish prototype of North Pacific Coast MRC newsletter.
(Due March 31, 2010) ($3,950)
Task 4: MRC Coordination - In coordination with Jefferson County Environmental Health
Staff, the MRC Coordinator will maintain and develop additional outreach tools as a means to
communicate to the Marine Resource Committee and the.public regarding activities and
accomplishments.
Deliverable 4e (Jefferson): Jefferson County staff will participate in MRC meetings and
related events (On-going throughout contract period) Cost: $ 4,250.
Task 5: Marine Resource workshop - Jefferson County Environmental Health staff will assist in
the planning and hosting of an outreach event to educate people about the value of the marine
resources and introduce the Marine Resource Committee. Cost: $ 1,000.
Deliverable Sa: An event plan, agenda, and advertisement materials. (Due May 18,
2010)
Deliverable 5b: Workshop report including topic summary, list of attendees, and
description of outcomes and next steps. (Due June 15, 2010)
