Call to Order, Roll Call, Determination of Quorum Chair Joanne Pontrello called the meeting to order at 4:04 PM. Roll call was performed, with two Committee members absent. With 12 current CFFCOC members, a quorum of 7 is required. There are 10 members present. II. Public Comments Rob H noted the recent passing of former CFFCOC member Ray Hunter and expressed thanks to Mr. Hunter. III. Summary of previous meeting An error in was observed in the draft meeting summary for 09/24/24: Rob H is indicated as Vice Chair of the committee, this should be Ron R. Tressa to correct this error. Considering this change, Rick moved to approve the draft meeting summary. Tom seconded. The draft summary of the September 24, 2024 CFFCOC meeting was approved by consensus. IV. Old Business Lower Chimacum Creek Mainstem (2023) project scope change: Sarah Spaeth of JLT gave a short update. The current owner of the RRI property has now agreed to sell at the appraised value, as originally outlined in the 2023 CFF application for this project. JLT would still like to acquire the new Coulter opportunity as part of this project and are not requesting additional funds from CFF. There was discussion as to the proper procedure for this change, as the CFF manual does not specifically mention a procedure for parcel additions. This section of the Manual should be further reviewed at another time by the Materials Sub-Committee for clarity. JLT to submit another redlined version of their application to include the Coulter property. The committee will meet again via Zoom to review the new application and make final recommendations to the BoCC for any changes. Sub-Committee Reports StoryMap Sub-Committee: Wildlife photographs are now available for incorporation into the StoryMap. Cheryl L offered to help select photos for specific projects. Materials Sub-Committee: Ron R presented suggested changes to the 2025 CFF application and score sheet. Ron moved to accept the changes as presented, and Rick seconded. Tom E made a friendly amendment to further edit scoresheet questions 7 and 12 to be in alignment with the language in the application. Ron and Rick approved of the friendly amendment. The motion passed unanimously. Ron R presented suggested changes to the 2025 CFF program manual. Ron moved to accept the changes, and Ryan seconded. There was significant discussion on the “Project Changes” section and how to craft language that is specific but not limiting. Joanne made a friendly amendment that the first sentence of this section shall read “A proposed project change, such as a cost increase, parcel substitution or removal, or change in funding category (acquisition or O & M) or match ratio, typically requires that the CFFCOC first develop a recommendation for the BoCC to consider.” Rob seconded. Proposed changes to the manual were approved by consensus. VI. New Business Election of new officers: Joanne P volunteered to continue as Chair. Dave W nominated Joanne, and Cheryl L seconded. Joanne was elected Chair by consensus vote. Ron R volunteered to continue as Vice Chair. Ryan E nominated Ron R, and Cheryl L seconded. Ron was elected Vice Chair by consensus vote. VII. Next meeting date The purpose of the next CFFCOC meeting will be to review and approve the final project scope changes for the 2023 Lower Chimacum Creek Mainstem project from JLT. Meeting will be held in person at JCPH and online over Zoom. Meeting will be December 12th from 4-4:30pm. The CFFCOC will meet to launch the 2025 program year in February 2025 (date TBD). VIII.
