MINUTES
Special Meeting
January II, 2010
Chairman David Sullivan called the meeting to order at approximately 7:00 p.m. at the
Jefferson County Library Humphrey's Room meeting room. Commissioner Phil Johnson and Commissioner
John Austin were present as well as the following Jefferson County Elected Officials: Assessor Jack
Westerman, Auditor Donna Eldridge, District Court Judge Jill Landes, Prosecuting Attorney Juelie Dalzell,
Sheriff Anthony Hernandez, Superior Court Clerk Ruth Gordon, Superior Court Judge Crad Verser, and
Treasurer Judi Morris.
The Chair welcomed everyone and introduced the elected officials and meeting facilitator Mike Brasfield.
Each elected official then gave a brief overview of the services provided by their office. The Facilitator then
reviewed the format for the participatory exercise. The following questions and comments were submitted
by the citizens and then grouped by category. Each question/comment was read aloud and a facilitated
discussion was held on each category.

HORSE PARK (Aka the Esquestrian Center)
. "What is the status of the Jefferson County Horse Park and when will the process move forward?"
. "Let's talk about the Horse Park!"
. "We would love to have the horse park! Thank You"
. "When will we have an agreement on the Horse Park?"
. "Horse Park?"
. "Horse Park, when?"
. "1. I am here in support of the Equestrian Park, Primarily. 2.Is there a process in place for looking
into alternative funding sources for the many programs that are facing cutbacks, such as grants? I am
particularly concerned about the Parks Dept., as well as others."
"Status of Jefferson County's Horse Park."
"Will the lease with JEA and the Horse Park be signed? I support JEA."
" The Horse Park would be a tremendous asset to this community - could draw equestrians and their
sports from far places. That can only be good for our County."
"Community needs a liftla success. Prioritze the Horse Park."
"When will you sign the agreement so we can have a Horse Park? (We want one!)"
"Horse Park?"
"Where are we at with the Horse Park agreement? when will it be signed? or approved."
"What issues are holding up the Horse Park?"

ECONOMIC DEVELOPMENT & AGRICULTURE
. " What will the County be doing to increase and grow jobs in Jefferson County?"
. " The County needs to fully implement the economic development component of the Comprehensive
Plan. When will this happen?"
. "Why does the City hold the County hostage regarding economic development?"
. " Could the Commissioners address their plans to attract new businesses (especially manufacturing)
to the County. We need a tax base!!! not just property taxes. We need sustainable ~ renewable and
non-polluting businesses, perhaps "tech" based."
. " Commissioners - What do you plan to do to support small landowners to raise animals or crops to
contribute to the local food supply? This seems to be an important issue for both rural and urban
Jefferson County."
. " Natural Resource Jobs. Every farming, ranching, mining, logging, and commercial fishing job
creates 7 jobs upstream. What can be done to encourage natural resource jobs?"
. " What results have been accomplished with Team Jefferson? How many jobs have been created?"
PORT HADLOCK UGA & SEWER
. " When we get a sewer in Hadlock, what changes will we see and how can we impact these
changes?"
. " County Commissioners: When people are having trouble making their mortgages, while house
prices are going down, how can you justifY hitting every person in Hadlock with a cost of20-25
thousand dollars and be required to buy in to sewers, when their septics are perfectly functional?"
. " Are you going to let the Murphy be built on? If not, why? She plans to employ 30 people - that
should be good for the economy."
. "1. Is the moratorium going to be lifted on commercial property in the UGA?
2. When are the sewers coming? This year - next year or later?"
. "24 Acre Commercial Rezone:
1. Are there business commitments existing (now)? Ifnot, when?
2. Will rezoning to commercial - final? If not, what procedures are now involved?"
PERMITS & LAND USE
. "Why is the permitting process so difficult, i.e. building, septic permitting?"
. "Ruth Gordon: At the PT Council meeting you talked about the budget to answer their possible
LUPA action. What will the budget impact be if they appeal the Airport Rezone to the Growth
Management Hearings Board?"
. "Code Enforcement & enhancement. Noise enforcement. No fireworks in residential areas."
WATER
. " How do the Commissioners plan to address the current ruling to limit number of new homes and
the amount of water they can use in the Chimacum watershed?"
. " Less than 4% of the food we consume in Jefferson County is grown locally. DOE has restricted
future water use in our Ag basin, Chimacum to indoor only. What can you, BOCC, do to ensure
the future of water and Ag in Chimacum?"

. " Will the County facilitate the State to meter private wells by withholding building permits to
people with functioning wells?"
. "Does Chimacum Watershed have a water shortage? or is it bad politics?"
FINANCING COUNTY GOVERNMENT SERVICES
. " If the State would go to an income tax with a reduction in the State portion of sales and property
tax, how would the County be affected, if at all?"
. "What did you have to do, give up, or swear to, to receive stimulus money?"
GOVERNANCE
. " The people who live in the rural areas have lost their faith in the County government. They see the
County ignoring their voices and opinions and passing regulations that affect their properties.
They are the people without a voice and have quit voting and participating in the government."
. " The County government is more concerned about doing what certain State departments want than
what the residents of the County want. The State runs the County- not the BOCC."
. " The feeling of many in the County is we don't have representation in the Commissioners' Office.
Do you plan to ask questions and listen to the people of the County and not always favor the wants
and needs of Port Townsend?"
. "Would Jefferson County consider becoming a Charter County?"
MISCELLANEOUS
. Superior Court Judge "Crad Verser: Is there a chance court proceedings may be televised?"
. Superior Court Judge "Crad Verser: The sound is very bad in the courtroom. How can you improve
sound?"
. " Would you put on-line, information on any /all volunteer opportunities - by department- with the
necessary qualification required?"
. " How is transfer of rock and gravel, going to effect the Hood Canal and the opening and closing of
the bridge?"
. " What animal welfare issues and challenges are facing Jefferson County at this time? a) puppy-mill;
b) removal mistreated animals; c) seizure policies regarding abused animals; d) abandoned pets?"
. " Not questions - just requests! This might be a City issue, but we would like to see the Officer in the
High School again; support Horse Park."
. "Border Patrol is invading private roads!"
. " Regarding public parks, any thoughts on forming some public/private partnerships to create jobs,
keep service, etc.?"
The facilitator wrapped up the exercise portion of the meeting and thanked everyone for coming.

NOTICE OF ADJOURNMENT: Commissioner Austin moved to adjourn the meeting at 9:10
p.m. until the next regular Monday meeting at 9:00 a.m. or special meeting as properly noticed pursuant to
RCW 42.30.?~0. Commissioner Johnson seconded the motion which carried by a unanimous vote.
