MINUTES
Special Meeting
January 25, 2010
Chairman David Sullivan called the meeting to order at approximately 7:00 p.m. at the Port
Ludlow Fire Station. Commissioner Phil Johnson and Commissioner John Austin were present as well as
the following Jefferson County Elected Officials: Assessor Jack Westerman, Auditor Donna Eldridge,
Prosecuting Attorney Juelie Dalzell, Sheriff Anthony Hernandez, Superior Court Clerk Ruth Gordon, and
Treasurer Judi Morris.
The Chair welcomed everyone and introduced the elected officials and meeting facilitator Mike Brasfield.
Each elected official then gave a brief overview of the services provided by their office. The Facilitator then
reviewed the format for the participatory exercise. The following questions and comments were submitted
by the citizens and then grouped by category. Each question/comment was read aloud and a facilitated
discussion was held on each category.
ECONOMIC DEVELOPMENT
. "Maybe the BOCC needs to do more work on County business instead of sitting on so many boards."
. "No comments on family wage job crisis in Jefferson County, but lots oftalk about State funding,
grants, etc."
. "Lynn Kessler has stated there is no State money for the Hadlock sewer plant. Why and who are you
lobbying? Economic Development Team Jefferson?? How many jobs have been generated by the
cost?"
. "What are the updated costs for the Hadlock sewer plant? Commissioner Sullivan has stated the
BOCC is the County's lobbyists. Why did the BOCC authorize $4Ik+ for a contract lobbyist?"
PERMITS AND REGULATIONS
. "What is the status of the SMP? When will it be effective? Why doesn't the DCD staff honor 'No
Trespass' posting?"
. "Why is Jefferson County enacting 150 (foot) buffers along the shoreline before assessing the
impacts or having an inventory of how many businesses and families this would impact, i.e.
economic impact study?"
. "Commissioner Sullivan - Do you believe that a legal non-conforming business has the right to grow
and expand its business?"
. "The grant application for the Watershed Stewardship & Resource Center says the Commissioners
are all enthusiastic supporters of creating this new permitting department. Given all our budget
concerns are you still supporting creating this center? Where does it stand right now?"

COUNTY GOVERNMENT
. "Other than the economy and County budget, what is the largest challenge facing Jefferson County in
2010?"
. "Commissioner Austin - Will you be a BOCC candidate this year?"
. "John Austin - Would you please describe what you feel the job description of County
Commissioner is?"
. "Who manages the Animal Shelter for this area? What is the future plan for support of this facility?"
MISCELLANEOUS
. "I'm not sure how maritime law works but is there any way that the County can dictate the timing of
the Hood Canal Bridge openings for barges?"
. "Lower Hadlock boat launch move to Irondale park: I) decrease in silting, and 2) expanded parking
area. Boat Haven open 20 feet at south end to increase flushing."
. "Water quality - Is there fluoride in our water? Are there plans to add this?"
. "Death sentence for Yarr' s murder. Why not?"
PARKS
. "Are there any restrictions on the sale of Memorial Field for any other purpose than recreation use?"
. "Is there any possibility that the County could divest Memorial Field?"
. "Re: The Memorial Field - As various interest groups assemble to resolve current fiscal issues, will
the County be able to provide information to the participants regarding legal status of the property
such as deed covenants, reversion clauses or other issues or informalities which may impact the
resolution process?"
. "Some are afraid the woodworking school at Fort Worden will take work away from Union Park
workers, especially Park Aids. Any comments?"
PIT-TO-PIER
. "Huge concerns about pit-to-pier project. Is it possible to 'just say no,' or are you just playing a
delaying game by imposing conditions? Seems like an environmental disaster waiting to happen."
. "What is the status of the pit-to-pier project?"
. "What is the situation at the moment?"
. "I would like to ask each one of the Commissioners - are they for or against the pit-to-pier project?"
FUNDING AND BUDGET
. "All the elected officials are decrying lack of funding. When is the BOCC going to ease land use
regulations to spur economic development?"
"Is this 'grant' County or Jefferson County? It seems we are dependent on grants! Why?"
"The County gets no significant revenue from mineral extraction, i.e. rock, gravel and sand. What
can be done to assure that this fact can be addressed so that we get something for the removal ofthis
resource from this County?"
"Sheriff Hernandez - At the last town hall meeting you said you were begging the Federal
government for funding. Why? and what do they want you to do or change? What is the funding for?
Do you take orders form the Department of Homeland Security?"
"County Manager - budget projections - what are the non-tax solutions?"

. "Jack Westerman (County Assessor) - when will the County be assessing property on a yearly
basis?"
. "How is the cost of the Pierce trial going to be handled by the Prosecutor's Office budget?"
IRON MOUNTAIN QUARRY (IMQ)
. "What is happening with the Iron Mountain Quarry? I'm concerned."
DEPARTMENT OF NATURAL RESOURCES (DNR)
. "What is the status ofDNR land swaps around Port Ludlow, e.g. parcels 5 and 6? Is there still a
moratorium of two years less a few months?"
. "Regarding Gibbs Lake and the 240 acre parcel between Gibbs and Beausite Lakes - is it true that the
County can request to transfer the entire parcel from DNR to the County for free for county park
land? And if so, what can citizens do to encourage this to happen?"
The facilitator wrapped up the exercise portion of the meeting and thanked everyone for coming.
NOTICE OF ADJOURNMENT: Commissioner Austin moved to adjourn the meeting at
9:07 p.m. until the next regular Monday meeting at 9:00 a.m. or special meeting as properly noticed
