MINUTES
Week of February 1, 2010
The meeting was called to order by Chairman David Sullivan at the appointed time in the
presence of Commissioner Phil Johnson and Commissioner John Austin.
PUBLIC COMMENT PERIOD: The following comments were made by citizens in
attendance at the meeting: 2 citizens reported that they feel it is inappropriate for DCD staffto be sending e-
mails regarding high tides; a citizen feels that the County needs to work on elements in the Comprehensive
Plan and the Commissioners should attend less meetings and spend more time working on County business;
a citizen commented on the lack of business in downtown Port Townsend and discussed the current
economic situation; a citizen commented on Memorial Field, school lunch subsidies and the need for the
Commissioners to track the budget, and promote economic development and opportunity; a citizen
complimented the Commissioners on a job well done; a citizen thanked the Commissioners for holding the
community input workshops and he discussed comments made by a member of the Hood Canal Coalition
regarding Fred Hill Materials; a citizen stated that he believes ifthe County gives away land for an
equestrian park then the County and schools will lose money in the long term; a citizen commented on the
late PUD Commissioner Dana Roberts' ability to listen to all points of view and asked that everyone attempt
to model him; Treasurer Judy Morris reported that American Marine Bank has been taken over by Columbia
Bank and she assured the Commissioners that the County's investments are protected; a citizen asked for
clarification of the rules for the public comment period process in allowing speakers to address the audience;
a citizen commented on the scientific malpractice which has taken place regarding climate changes and it
was suggested that the County make no expenditures for at least a year until there is a better understanding
of the actual climate situation and more data is known.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Johnson
moved to approve the consent agenda as submitted. Commissioner Austin seconded the motion which
carried by a unanimous vote.

COMMISSIONERS BRIEFING SESSION: The Commissioners and the County
Administrator each reported as follows:
Commissioner Sullivan:
. Reported that the County would retain ownership of the property being proposed for an equestrian
park and there will be a forestry plan.
. Jefferson County's Port HadlocklTri Area Urban Growth Area (UGA) was found fully compliant
with the Growth Management Act. He will be meeting with staff and consultants tomorrow to
discuss funding options.
. He spoke with Representative Norm Dicks staff regarding the issue with Memorial Field which is
about jobs, veterans, kids and families.
Commissioner Johnson:
. There is proposed legislation to impose $1.50 per barrel fee on petroleum but it is unknown if it will
pass.
Commissioner Austin:
. The State Board of Health is working on regulations for class 'B' water systems to insure safe and
healthy drinking water.

. State Department of Natural Resource (DNR) staff will be coming next week to update the Board on
the County's timber harvest and to review possible options for the transfer of DNR property located
between Beausite and Gibbs Lakes.
County Administrator Morley:
. The next community input workshop is scheduled for Thursday, February 11,2010 at 7:00 p.m. at
the Port Townsend Community Center.
. In response to citizen comments he explained that: I) The County tracks ongoing expenditures which
are reviewed at monthly Budget Committee meetings. Budget reports are available for the public; 2)
The Commissioners' participation on various Boards and Committees is important for the
coordination of policy matters as well as to protect the interests of our citizens and shoulder some of
the responsibilities as a County in the State.
. The County is working to find solutions to change the method of how mooring buoys and boats are
stationed in Mystery Bay so the State can change the status ofthe Bay to prevent a seasonal closure
and impact to the shellfish industry.
Olympic Discovery Trail Presentation: Peninsula Trails Coalition Member Jeff Shelby
explained that a sub-committee of the Peninsula Trails Coalition is currently studying alternate routes from
Four Comers to the end of Discovery Bay and a report of the findings will be published in the near future.
During the course of the study the Washington State Parks has expressed interest in providing access from
the trail to Anderson Lake State Park with eventual connections to H.J. Carroll Park and the Tri Area.
The planned route of the Olympic Discovery Trail is to go from the ferry dock in Port Townsend to the
Pacific Ocean. It is seen as a backbone recreational corridor with eventual feeder trails to various
recreational sites in communities along the route. They are working with the Olympic Peninsula Visitors
Bureau to help market the trail and its potential to attract visitors to the North Olympic Peninsula area. As
part of that effort they are in the process of updating and enhancing their website by making it more
navigable and providing detailed information with links to the Olympic Peninsula Visitors Bureau website.
To achieve completion ofthe trail to the County line they are requesting the County's continuing support of
the project.
Peninsula Trails Coalition Vice President Chuck Preble explained that the Peninsula Trails Coalition is
made up of user groups from many facets of recreation including bicycling, hiking, back country horseman
and equestrian groups. They run a large volunteer operation in both Jefferson and Clallam Counties. All the
completed segments of the trail have been adopted by volunteers to provide maintenance. The adopted
segments are 3/4 of mile to 1 mile in length. The total length of the trail when completed will be 120 miles.
Currently, 40 miles of the trail is complete and in operation. Approximately 6 miles of the completed trail is
located in Jefferson County with the remaining portion of the completed trail in Clallam County. A segment
of the trail east ofBlyn was recently completed and is about 21/4 miles from the JeffersonlClallam County
line. Right-of-way has been acquired for another 15 miles and construction is underway for the segment of
trail from Port Angeles west to Highway 112.
Enough of the trail is now completed that it is becoming a major attraction for visitors. The annual trail
marathon in Port Angeles brings a lot of people to the area. Eventually, a trail marathon will be run from
Port Townsend to the County line or possibly Sequim. The Jefferson County link is important to the

economic development of the trail. Progress on the trail is limited by funding. The segment of trail
paralleling Highway 20 is posing a challenge geographically. While there are many potential routes, not
much can be done until funding is available for acquisition and construction. Due to the geography in that
area, it is likely that the route will be located above the highway.
President ofthe Local Chapter of the Back County Horsemen and Peninsula Trails Coalition Member Bob
Hoyle presented a map of the vicinity features of the Olympic Discovery Trail heading south from Four
Comers. The Jefferson Trails Coalition has been scoping out potential route options for extending the
Olympic Discovery Trail through Jefferson County. Most of the focus in this area has been on evaluating
the better routes for topographic concerns as the steep features ofthe landscape are difficult. The Coalition
is respectful of private property concerns and therefore, any detailed route selections would need to wait
until both the County and the property owners are engaged in the process.
Anderson Lake State Park is central to the Quimper Peninsula and currently has a network of non-motorized
trails open in various combinations to hikers, walkers, mountain bikers and equestrians. The State Park
affords several advantages to a cross-county trail system, in that it already has developed infrastructure in the
way of trail head parking, kiosks, an access road, opportunities for possible camping and special amenities
such as pristine landscape and a lake which is uncommon along the length of the Olympic Discovery Trail
this side of Lake Crescent. It is also important that the Olympic Discovery Trail be connected to the Tri
Area so that residents can take advantage of the trail for health and exercise. It would also provide a non-
motorized route to Port Townsend and Sequim.
This month the members of the Peninsula Trails Coalition would like to see Jefferson County continue to
secure funding for trail construction. The Board is being asked to resubmit the funding request for
acquisition through a special appropriation to Representative Norm Dicks and Senator Patty Murray before
March 1,2010. The Board is also being asked to establish a trail easement across the Tamanowas Rock
Tribal sanctuary and the new State Parks lands east of Anderson Lake State Park that will provide
connectivity between H.J. Carroll Park, Anderson Lake State Park and the future Olympic Discovery Trail
route. Currently, the Washington State Parks, Jefferson Land Trust and the S'Klallam Tribes are working
on a management plan for the area as a result of their recent acquisitions, however there appears to be
reluctance to allow public access through this property by the Tribes, some of this property was secured by a
County conservation futures grant.
County Administrator Philip Morley noted that non-motorized trails are part of the County's 6- Y ear
Transportation Improvement Program. County Engineer Monte Reinders explained that Public Works is
working on finalizing various right-of-way purchases for the completion of the Larry Scott Trail which runs
from Port Townsend to the intersection at Four Comers. The construction which will follow has been
funded'by a State grant and match funding from the County's Road Transportation Fund. Public Works has
been corresponding with the State Department of Fish and Wildlife regarding the property and railroad grade
at the end of Discovery Bay.

The County has also been working on the Rick Tollefson Trail which is another significant non-motorized
transportation project. This trail is located in Port Hadlock and will connect H.J. Carroll Park to the Bob
Bates baseball fields and eventually connect to Chimacum highschool/middle school and West Valley Road
up to the center of Port Hadlock. Counections are also planned for the Chimacum elementary school, the
County Library and up Cedar Avenue into the lrondale neighborhood. Additionally, the Non-Motorized and
Recreation Trails Plan done in 2002 acknowledges the possibility of trail opportunities in other communities
such as Quilcene and Brinnon. It is hoped that the Larry Scott Trail will be completed in next couple of
years, but it is expensive and funding is diminishing as are grant opportunities.
Mr. Preble asked where the efforts to continue the trail beyond Four Comers is ranked in the County's 6-
Year Transportation Improvement Program? Monte Reinders replied that a project for the acquisition of
right-of-way beyond Four Corners is included in the program, but like many projects in the program it is
dependent on funding to make it a reality. Mr. Preble offered support to partner with the County to write a
proposal to get funding for this project. Monte Reinders expressed appreciation for the offer and explained
how difficult it has been to come up with match funding for the grants. Mr. Preble stated that there are ways
to piece the funding together and we need to work to keep as many other sources of funds as possible.
Monte Reinders stated that the next step beyond the Larry Scott Trail is to secure the easement from the
State Department ofFish and Wildlife for the segment of property located at the end of Discovery Bay and
hopefully it will not come with a lot of financial requirements.
After discussing possible competition for grant funding with other Counties for other trails, Transportation
Engineer Josh Peters stated that trail connections have been discussed at the regional level. Discussion then
ensued regarding the finishing standard of trail surfaces. Most of the Olympic Discovery Trail in Clallam
County is paved, however, due to paving costs the Larry Scott Trail in Jefferson County currently has a
compacted basalt gravel surface. Only the section around the narrow Highway 20 bridge is paved for bikers
to get around it. It is an objective to have it paved at some point in the future.
