Sullivan District No.3 Commissioner: John Austin County Administrator: Philip Morley Clerk of the Board: Lorna Delaney MINUTES Special Meeting March 1,2010 Chairman David Sullivan called the meeting to order at approximately 7:00 p,m, at the Quilcene Community Center. Commissioner Phil Johnson and Commissioner John Austin were present as well as the following Jefferson County Elected Officials: Assessor Jack Westerman, Auditor Donna Eldridge, Sheriff Anthony Hernandez, Superior Court Clerk Ruth Gordon and Prosecuting Attorney Juelie Dalzell. The Chair welcomed everyone and introduced the elected officials and meeting facilitator Mike Brasfield. Each elected official then gave a brief overview of the services provided by their office. The facilitator then reviewed the format for the participatory exercise. The following questions and comments were submitted by the citizens and then grouped by category. Each question/comment was read aloud and a facilitated discussion was held on each category. QUILCENE/SOUTH COUNTY SERVICES . "What is the BOCC doing to promote south County?" . "David Sullivan: Any chance that Jefferson Transit can place a bus shelter in Quilcene?" PERMITTING AND ENVIRONMENT . "How much time does the Department of Community Development spend responding to public information requests and how does that compare to the amount of time they spend doing their permit and planning work?" . "I hear many complaints about the quality and timeliness of service provided by DCD, PH, etc. What metrics do the Commissioners and Administrator use to manage County general government departments? Would the County publish them? If you don't measure it, you can't manage it." . "What do you attribute the lack of building permits in this County to? and; What can be done about it?" . "How much did new legislation from CAO and SMP regarding buffers on shorelines and rivers affect the reduction in value of property at Lazy C?" . "What is the Watershed Stewardship Resource Center? "Budget are tight, staff is down in #' s, Sheriff Hernandez mentioned community volunteers - would other departments use volunteers?" . "Please give an update on revenue changes made or possibly to be made in this legislative session." . "Re: 20 I 0 Budget: Looks like funds were borrowed from roads - how do we pay this back? Will State budget (still in the works) profoundly affect Jefferson County?" . "State mandates - are they funded?" . "\Vhat affect on school levies passes?" . "\Vhat are you doing to promote local agriculture? How about a USDA certified meat processing facility?" . "How long until Dabob gets broadband?" GENERAL COUNTY GOVERNMENT . "Donna: Does the County receive any credits if we renew our tabs online?" . "Would you consider changing the venue and format of your Monday morning meetings?" . "We'd like the County government more centralized, Have you considered moving County government to ChimacumlTri Area? PLEASE - economic impact on south County residents is great in order to participate in our County workings." . "John: How is our County prepared for a natural disaster?" LAW AND JUSTICE . "Tony - Would it make sense for the State to disban the State Patrol and have the State help fund the Sheriff s Office to hire several additional Deputies?" . "Re: Drug Interdiction Grants, since alcohol is the greatest problem, can you assure us funds will be used for this addiction?" . "Tony: Can you expand on the drug interdiction program?" . "Is the crime rate up or down in south County?" MEMORIAL FIELD . "Memorial Field - Who actually has jurisdiction? Is it considered "Historic"? Who owns the land? MISCELLANEOUS . "How are the illegals counted?" The facilitator wrapped up the exercise portion of the meeting and thanked everyone for coming.
