Agenda Item - Nomination of Jill Silver to the
North Pacific Coast Marine Resources Committee

Water Quality Division staff recommend the BoCC appoint Jill Silver to fill one of three citizen
seats for Jefferson County on the newly forming North Pacific Coast Marine Resources
Committee (NPC MRC).
On September 8, 2009 the BoCC approved a joint resolution with Clallam County to
establish the NPC MRC. The new committee will concern Itself with Pacific coastal
issues in connection with the WashIngton Department of Rsh and Wildlife's Coastal
MRC Program (htto:llwdfw.wa.gov/aboutlvolunteer/mrc) developed under Chapter
36.125 RCW.
According to the resolution (#50-09) members wUl serve staggered two-year terms.

C1allam County Is the lead agency for the new MRC and distributed committee vacancy
announcements for both counties to the Peninsula Dally News, The Leader, Forks Forum and
the Sequlm Gazette on January 15 with a closing date of the 29. The same was done on
February 11 with a closing date of February 26. Water Quality also placed a paid ad In The
Leader on March 24 with a closing date of April 2.
Three appllcations have been receIved so far to fill the three citizen vacancies for Jefferson
County.

Water Quality Division feels that JIll Silver is well qualifled to serve on this committee. Ms. Sliver
spent much of her childhood exploring the West End with her parents. She has an
undergraduate degree in Environmental Studles/Sclences from Evergreen State College and Is
currently serving on the board of the Olympic Coast Alliance.
Her work experience Includes nine years as a habitat biologist for the Hoh Indian Tribe. Since
2003, Ms. Sliver has been executive director of the non-profit 10,000 Years Institute. She leads
the Hoh River Knotweed Control Project and volunteers with the Jefferson County Noxious
Weed Board on other weed control efforts across the peninsula. She dMdes her time between
Port Townsend and West End residences.
Water Quality Division has discussed the NPC MRC with Ms. Silver on the phone and in person
and we are confident that she will make an exceptional contributor to the committee's efforts to
benefit our coast resources and communities.
FISCAL IMPACTlCOST BENEFIT ANALYSIS:
There is no fiscal Impact to the county's General Fund for appointing Ms. Sliver to serve on the
CF Committee.
RECOMMENDATION:
JCPH management recommends the BoCC appoint Jill Sliver to fill one of three citizen seats for
Jefferson County on the NPC MRC.
