PURPOSE STATEMENT
New data are emerging about the impacts of low-level blast exposure on veteran’s health and functioning. The purpose of this seminar is to provide mental health professionals with an
updated understanding of the latest research in this area. The session will explore emerging scientific evidence from laboratory studies and its practical applications, focusing on
how low-level blasts can impact neurological and psychological functioning. Additionally, the lecture will examine how these findings can contribute to personalized precision medicine
approaches, enabling clinicians to tailor interventions for the patients they treat. By bridging the gap between basic research and clinical care, the session aims to equip providers
with the knowledge to diagnose, treat, and manage affected individuals, with the goal of improving the health for veterans with blast-related injuries.
LEARNING OBJECTIVES
1. Describe the observed changes in brain white matter correlated with career low-level blast exposure
2. Discuss the evidence for associations between career low-level blast exposure, changes in brain connectivity and increases in negative affect
3. Discuss how assessing and monitoring these changes may aid in personalized precision medicine approaches towards mitigating the effects of career low-level blast exposure

ABOUT ELAINE PESKIND, MD

Elaine Peskind, MD, is Co-Director of the VA VISN 20 Northwest Network Mental Illness Research, Education, and Clinical Center (MIRECC). She is also the Friends of Alzheimer’s Research
Professor of Psychiatry and Behavioral Sciences at the University of Washington (UW) School of Medicine. Dr. Peskind has had a 35-year career in research in Alzheimer’s disease and
related dementing disorders, particularly in stress responsive hormone systems in aging and Alzheimer’s disease, biofluid biomarkers of neurodegeneration and dementia, methods for safe
and acceptable collection of cerebrospinal fluid, and treatment of disruptive agitation in dementia. More recently, Dr. Peskind’s research has focused on the “unseen wounds of war,”
repetitive blast mild traumatic brain injury (mTBI, the “signature injury of the wars in Afghanistan and Iraq) and combat trauma posttraumatic stress disorder as risk factors for neurodegeneration
and dementia. Dr. Peskind has approximately 450 publications and has been continuously funded with VA Merit Review or NIH R01 grants for over 25 years. She is an elected Fellow of the
American College of Neuropsychopharmacology. In 2018, Dr. Peskind was selected as the recipient of the Paul B. Magnuson Award, Veterans Affairs Rehabilitation Research and Development’s
highest award for outstanding research in traumatic brain injury, PTSD, and neurodegenerative disorders.

James Meabon, PhD, is a VA Health Research Scientist in NW Mental Illness Research Education and Clinical Center (NW MIRECC) at the VA Puget Sound Health Care System. Dr. Meabon is also
an Assistant Research Professor in the Department of Psychiatry at the University of Washington. Dr. Meabon is a VA NW MIRECC Principal Investigator and a decorated former US Army combat
infantry mortarman. His work with US Army Special Operations communities integrating translational animal models of low-level blast with clinical investigation has led to the development
of novel clinical insights, injury mechanisms, diagnostic and prognostic tools.
About MIRECC Presents
VA Puget Sound Health Care System (VAPSHCS) and VA Portland Health Care System (VAPORHCS) were commissioned by Congress and the VA as one of the first three Mental Illness Research,
Education and Clinical Centers (MIRECC) in the United States. VA MIRECCs seeks to improve the mental health and well-being of Veterans through research and dissemination of information
to providers both within the VA and the general public. The collaborative approach to mental health research, education and treatment has had a profound impact on the lives of Veterans.
MIRECC Presents is an accredited Recurring Scheduled Series (RSS) of mental health courses provided by the U.S. Department of Veterans Affairs (VA) Veterans Integrated Services Network
(VISN) 20 MIRECC in collaboration with the VA Institute for Learning, Education and Development (ILEAD). MIRECC Presents courses are held on the first and third Wednesday of each month
from October to June at 3:00PM ET/ 2:00PM CT/ 1:00PM MT/ 12:00PM PT/ 11:00AM AKT/ 9:00AM HT. The knowledge produced by NW MIRECC research efforts is disseminated through VA ILEAD platforms
and face-to-face educational offerings, and directly implemented in clinics throughout the Northwest and throughout the country. As one of four statutory missions, VA educates and trains
health professionals to enhance the quality of and timely access to care provided to Veterans within VHA's healthcare system. To achieve this mission, "To educate for VA and the Nation",
the VA has conducted health professions education and training in partnership with affiliated U.S. academic institutions in accordance with the landmark 1946 Policy Memorandum No. 2.
Title 38 U.S.C. Section 7302 mandates that VA assist in carrying out a “program of education and training of health personnel” for its own needs and those of the nation. VA's ILEAD
is committed to providing VHA employees with needs-based learning opportunities that enhance their clinical skills and help them earn the continuing education credits/hours they need
to meet professional state boards requirements and to maintain licensure. ILEAD holds 22 national and 5 state accreditations for continuing education in the health care professions,
and it collaborates with subject matter experts within VHA to ensure that its learning programs are effective and meet the accreditation criteria of one or more of its aligned accrediting
bodies.
