Describe/check the Best Management Practices (BMPs) that you will implement during land disturbing activities or construction to control erosion and prevent sediment from entering water bodies (marine waters, streams, rivers, lakes, or wetlands) or impacting adjacent property or roads. Please check the measures you plan to implement and show their approximate location on the site plan. You may also propose measures other than those Iisted. Attach additional sheets, if more space is required. [4' StabiIize construction access route. Limit construction vehicles to one route, if feasible. Provide a stabilized construction access by applying quarry spalls, ballast, o crushed rock to minimize tracking sediment onto roads. (See attached illustration from Stormwater Management Manual.) If sediment is transported onto roads, they will be cleaned thoroughly. [yj' Minimize the extent of land disturbing activity and preserve existing vegetation. Preserve buffers of well-established vegetation between disturbed areas and property boundaries, roads, water bodies, and designated critical areas (wetlands, fish and wildlife habitat areas, landslide or erosion hazard area, etc.). 9 EROSION AND SEDIMENT CONTROL WORKSHEET [[ Phase clearing so that only areas that are actively being worked are uncovered. [ Start and complete land disturbing activities and stabilize the site between April 1 and September 30. Stabilization means that disturbed areas will have well-established plant cover or be Iandscaped to minimize erosion. (/ Stabilize exposed soil Exposed and unworked soil will be covered within 2 days between October I and March 31 and within-7 days between April 1 and September 30. [ J Cover exposed soil with a minimum of 2 inches.of straw or hay or other material approved for this purpose. De Cover soil stockpiles with plastic sheeting and locate away from water bodies, roads, and property lines. [ J Place gravel base on roads, driveways, and parking areas after clearing and subgrade preparation. [yr Pr test adjacent properties and water bodies from sediment deposition: [Place straw or hay bales in ditches and drainage ways down slope from areas of land disturbing activity to filter runoff before it leaves the project site or enters water bodies. (See attached illustrations from Stormwater Management Manual.) [ J Install a filter fence down slope from areas of land disturbing activity to filter runoff before it leaves the project site or enters water bodies. (See attached illustration fium Stormwater Management Manual.) [J Regularly inspect and maintain all BMPs especially after storms events. [J Describe other erosion and sediment control Best Management Practices. Be specific as to design and specifications. 10 4' ^ i EROSION AND SEDIMENT CONTROL WORKSHEET Describe how disturbed areas will be permanently stabilized (seeded, landscaped, apply gravel base to roadways, etc.) 2. The new residence is sited on an area which was cleared 3 years ago. The area is now completely covered with grass. Excavation from the foundation will be stockpiled as noted on the worksheet. This soil will then be used for grading on the south side of the house as soon as all the utilities have been placed. The area will then be seeded, thus returning it to the grassy meadow that it is presently. None of the existing treed areas will be disturbed and the 100 feet from the house to the bluff will be left undisturbed. The new gravel driveway is located on an existing roadway. Crushed rock will be laid on this existing roadway and all construction traffic will use only this access. 3. Describe how runoff from impervious surfaces will be controlled (disperse to vegetated areas to infiltrate, dry well, infiltration trench, route runoff to existing drainage facilities, etc.). 3. Runoff from the roof will be collected in gutters and routed through downspouts and a building drain to two 1100 gallon storage tanks. This will provide garden watering for the new residents. Runoff from the road will be directed into the existing vegetated areas that border the driveway. The property slopes down to the south, away from the bluff. The bluff is to the north of the new residence. All runoff will be directed to the natural south downslope. During construction hay bales will be placed in disturbed ditches along the roadway, but once these areas are stabilized and reseeded there will be no danger from runoff. 11 . 1 EROSION AND SEDIMENT CONTROL WORKSHEET 4. Specify Your construction sequence. Describe the timing of all land disturbing activities (clearing and grading, construction, installation of drainage facilities, landscaping, etc.) and Best Management Practices. Describe proposed maintenance of BMPs. 4. No clearing is required for this project. Construction would begin in the spring with foundation excavation and road work. Gravel would be placed on the roadway to provide a stabile access route. All excavation soil would be stockpiled to the east of the site and covered with plastic sheeting. Once the foundation is in and drainage pipes installed the re-grading could proceed. Septic tanks are already located on the site and once water, power, and any other underground utilities were brought in (sometime in April or May), the stockpiled soil would be used to regrade around the south and east sides of the house. The site would be reseeded before the fall rains. Roof rainwater collection tanks would be located to the west of the residence and a ditch dug from house/roof drainage pipes. The owners intend to maintain all the existing vegetaion, providing buffers to the bluff and to neighbors to the east and west. The owners are very conscious of protecting the bluff and have encouraged vegetation to grow back along the bluff. The natural runoff of the land (away from the bluff and the waterway) would not be disturbed and the large areas of undisturbed vegetation that surround the house would filter runoff, protecting all adjacent properties. The Best Management Practices proposed above will be implemented to control erosion, sediment, and storrnwater runoff. I will notify the Permit Center for inspections as required. , ) 0)27220°0 (,Signature of Owner/Agen Date 12 i Jefferson County Department of Community Development November 15, 2000 621 Sheridan Street, Port Townsend, WA 98368 (360) 379-4450 CRITICAL AREA STANDARD WAIVER Applicant: DENIS KEYES CATHE CLAPP 721 NE 125TH ST SEATTLE WA 98177 Critical Area Review Case Number: CAR00-00459 Project Description: SFR Parcel Number: 101333006 S-T-R: 33-31 N-01 W Site Address: 154 LANDS END LN PORT TOWNSEND WA, 98368 FINDING: The development, as proposed and portrayed on the Universal Plot Plan, does not encroach on an identified critical area nor any associated buffers.
