This project will be bid in conformance with advertised competitive bidding procedures. Analysi$!Strategic Goals/Pro's 8: Con's: This project is item number two on the 2010-2015 Six Year Transportation Improvement Program and is included in the 2010 Annual Construction program. The purpose of this project is to provide for the construction of the Larry Scott Memorial Trail from approximately M.P. 4.0 to M.P. 5.6. This work includes clearing and grubbing, excavating and embankment, trail surfacing, culverts, rock wall, fencing, planting area preparation, seeding, and other work, FiscallmpactlCost Benefit Analysis: The Recreation and Conservation Office (RCO) will fund 50010 of project costs to match local funds. Recommendation: The Board is asked to sign the original Call for Bids where indicated, and return one signed copy to Public Works so that the Call for Bids can be published. DeparunentContact: Monte Reinders, P.E., County Engineer, 385-9242 Reviewed By: f/f7'~ Date NOTICE TO CONTRACTORS CALL FOR BIDS LARRY SCOTT MEMORIAL TRAIL, M.P. 4.0 to M.P. 5.6, CR1069 Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 9:45 AM on Monday June 21, 2010 at the Office of the County Commissioners, basement ievel of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368. Sealed bids will be opened and read publicly at 10:15 AM, or shortly thereafter, on June 21, 2010 at the Jefferson County Commiseioners Chambers, basement level of the Jefferson County Courthouse, for the Larry Scott Memorial Trail Project, County Road No.860100, in Jefferson County, M.P. 4.0 to M.P. 5.6. This contract provides for the construction of the Larry Scott Memorial Trail, County Road Number 860100, in Jefferson County, Washington, from approximately M.P. 4.0 to M.P. 5.6, exclusive of M.P. 4.4 to M.P. 4.8. This work includes clearing and grubbing, excavating and embankment, construction of a 10' wide gravel trail with shoulders, culverts, rock wall, fencing, planting area preparation, seeding, and other work, all in accordance with the attached Contract Pians, these Contract Provisions, and the 2010 Standard Specifications for Road, Bridge and Municipal Construction. All work will be completed in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications. Bids shall be submitted in accordance with the plans and specifications on file at the office of the Director of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. Copies may also be obtained by calling the Department of Public Works at (360) 385-9160. Each bid shall be accompanied by a surety bond, postal money order, cash, cashier's check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within twenty (20) days of the award. The Department of Public Works reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County and to waive all informalities in the bidding.
