HomeMy WebLinkAboutIS ManagerPosition: Department: Annual Hours: Exempt Salary System: BBP: HIPAA: FLSA: Union: Approved By: Approved: JEFFERSON COUNTY JOB DESCRIPTION Information Services Manager Central Services 2080 Grade 20 No Level I Exempt - Executive Exempt Human Resources Manager November 2020 MAJOR FUNCTION AND PURPOSE This position is responsible for planning, organizing, coordinating and directing the information technology, telecommunication services, Geographic Information System (GIS) and records management functions of the Information Services Division (IS) to support county government. Activities include but are not limited to: strategic planning, annual and capital budget development and tracking for the IS Division, coordination of IS work plans, training, telecommunications, data communications, disaster recovery/data security, database management, distributed systems/LAN/WAN/PC, hardware and software management and support, network operations, project management, systems software, web and e- business development, and capital projects for these functions. Coordinates and monitors multi -year strategic plan and annual work plan for the IS Division of the Central Services Department. Supervises and coordinates activities of staff of the IS Division, including information technology, telecommunications, geographic information systems, and records management. Coordinates customer relations with county departments, and outside users. Consults with departments to identify needs, enhance service and efficiency, provide technical support, and resolve problems. Coordinates relations and management between Jefferson County and providers of information services. Assists in developing and executing necessary administrative policies on a county -wide basis; advises senior management and various other departments and agencies on matters relating to IS services within the County. SUPERVISION RECEIVED This position is given significant discretion, within the scope of policy and regulations, in the routine performance of duties; supervision and guidance are received from the department director. Performance evaluations are conducted by the department director. SUPERVISION EXERCISED Manages staff and various contractors; carries out supervisory and management responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; team building; planning, assigning, and directing work; motivating, appraising and rewarding performance; disciplining and firing employees; addressing complaints and resolving problems. Jefferson County Job Description: Central Services - Information Services Manager Page 2 of 6 SPECIFIC DUTIES AND RESPONSIBILITIES Responsible for core IS concerns including infrastructure, architecture and standard — setting security, and data integrity. Develops and oversees the maintenance of the IS strategic plan. Coordinates and communicates with County senior management regarding business needs and emerging technology expectations. Analyzes and recommends improvements to existing facilities, equipment, and operating systems; and analyzes trends and operations for adequacy of services. Develops general procedures, guidelines and protocols for the development of effective hardware and software solutions by IS staff Develops, recommends, and implements operating policies, procedures, and programs. Oversees the tracking of progress and status of IS work program and all IS projects. Create implementation strategies and work with department heads for proper planning, selection, installation, migration, and training and policy issues associated with new information system technologies. Project long -term system requirements by monitoring and reviewing the utilization of computer resources including the processor, storage and input /output devices. Manages the evaluation, configuration, ordering, installation and testing of personal computer hardware and repair of hardware /software problems. Prepares annual budget for IS Division, develops short and long range programs and oversee annual work program; prepares, reviews, and maintains statistics, and records; develops and maintains reports, correspondence and activity records. Monitors all fiscal operations of the division, and approves all division expenditures. Investigates and responds to service inquiries from internal and external customers; represents IS Division at meetings. Performs other tasks as directed by department director. Knowledge and experience in using a wide variety of computer software and equipment, including word processing, spreadsheet, statistical applications, and familiarity with various software applications used for Geographic Information Systems (GIS) work. Demonstrated successful supervisory and managerial experience. Ability to use sound professional judgment; Conforms to adopted policies and procedures, solve problems and achieve results consistent with stated goals and objectives. Skill in management of Division budget to assure appropriate use of public funds to assure that contractual obligations are met and the Department and County goals are achieved within available resources. Maintain a high standard for accuracy, completeness and efficiency in the preparation of reports and budgets. Independent and self - motivated to complete required deadlines while simultaneously completing other tasks. Ability to successfully complete various required training classes and obtains certificates necessary for functional skill performance, maintenance and improvement. Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to various personality styles in a calm, professional manner. Understand the need for maintaining confidentiality of sensitive information. Assure efficient and effective utilization of volunteers and department personnel, funds, materials, facilities, and time. While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk or hear and reach with hands and arms and use hands to finger, handle, or feel objects, tools, or controls. The employee is occasionally required to climb or balance and stoop, kneel, crouch or crawl. The employee must occasionally lift and /or move up to 50 pounds. The employee must frequently lift and /or move up to 25 pounds. Specific vision requirements include: close vision, distance vision, color vision, peripheral vision, depth perception, night vision, the ability to read small print and the ability to adjust focus. MINIMUM QUALIFICATIONS Bachelor's (BA) degree with major study in computer science, information systems, business administration or a related field and six (6) years of experience in information technology at least two (2) as a supervisor. An equivalent combination of education and experience which would likely provide the required knowledge, skills, and abilities may be qualifying such as: Associate's degree (AA) or equivalent from a two -year college or technical school in computer science or information systems, and eight (8) years of experience in information technology at least two (2) as a supervisor. OR High School Diploma or GED and ten (10) years experience in progressively responsible information technology positions; with at least three (3) years as a manager of a discrete work unit including direct responsibility for performance of a team and /or individual subordinates. Must pass a thorough background investigation which includes being fingerprinted. DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Knowledge of the principles and practices of project management; principles, practices and methods of hardware, networks, operating systems and installation of software; and the principles of switch and router installation, maintenance, and management. WORK ENVIRONMENT The noise level in the work environment is usually moderate. Coordinate Strategic Planning & financial planning for all IS functions Build teams Develop and train IS team, and set expectations for excellence. Enhance IS team's project planning & management capability. Improve & maintain system reliability, security, back-up and recovery capability. Document and improve SOPS, and ensure system documentation. Manage IS systems recovery after a failure or emergency. Improve public access to information, reduce the need to use public records requests to access county information, reduce staff effort to respond to records requests. Develop a plan for records management and electronic records and reduce staff effort to store and retrieve records. Improve county E-government capacity and services, coordinate county web page standards, development and maintenance with county departments. Recommend use of existing and new technologies in information technology, telecommunications, GIS and records management to enhance the efficiency and quality of county functions and services. Maintain IS systems, manage replacement schedule, provide customer training & support.
