ANALYSIS/STRATEGIC GOALS/PROS and CONS: Public Health, in partnership with Community Development and a number of self-selected residents of Brinnon who comprise the community's informal South County Task Force, is in the process of drafting an application to the Department of Ecology's FCAA Program to accelerate implementation of the 2009 Dosewallips and Duckabush Flood Hazard Management Plan through a community-focused process. If successful, the FCAA grant would fund a public process and consultant support to conduct an alternatives analysis, and to develop conceptual designs, feasibility assessments and action plans to reduce flood risk in Brinnon and, should funding allow, the Lazy C. The period of performance in July 2025 through June 2027. The Department of Ecology requires a 25% matching contribution, or up to $125,000 depending on the award amount, to Health's anticipated request of nearly $500,000. The purpose of this workshop is to provide an overview of Health's grant application, to gather input, and to request a motion be made to earmark up to $125,000 from the General Fund for this project, consistent with Ecology's actual award. The grant application deadline is February 27th FISCAL IMPACT/COST BENEFIT ANALYSIS: For this opportunity, Ecology is unlikely to award more than $250,000 to any project, but they have suggested that Health apply, as needed, up to the maximum award amount of $500,000 in case a surplus of funding is available in this funding cycle.
