PROJECT DESCRIPTION: Construction of stairs and a deck to allow access from the residence to the neighboring
beach, owned by the applicant. All work will be done landward of the ordinary high water mark. Foundations will
be concrete where level and driven pipe piles where sloped. Superstructure will be timber with steel connectors.
The project is exempt from review under the State Environmental Policy Act pursuant to WAC 197-11-800(1)(b)(i)
and (2)(d).
PROJECT LOCATION: Parcel Numbers 964 505 003 and 902 134 003, Section 13, Township 29 North, Range 2
West, WM at 5781 Old Gardiner Rd., Port Townsend, WA 98368.

SHORELINE DESIGNATION: CONSERVANCY
Development pursuant to this permit shall be undertaken subject to the applicable policies and performance
standards of the Jefferson County Shoreline Management Master Program and the following conditions:
1.) Prior to issuance of the Jefferson County Building Permit, the applicant will be required to submit the following:
a. a "Small Parcel Erosion and Sediment Control Plan," as required by the Jefferson County Stormwater
Management Ordinance. Once the subject permit has been issued, the applicant shall fully implement the
provisions of the submitted "Small Parcel Erosion and Sediment Control Plan,"
b. a re-vegetation plan that indicates native plant species to be used for the purpose of shore bank retention,
locations of plantings, and timelines for planting.
2.) Proper disposal of construction debris must be on land in such a manner that debris cannot enter the water
body or cause water quality degradation of state waters.
3.) In order to minimize visual impact, the staircase shall be constructed to harmonize with the local shoreline
environment to the maximum extent practicable.
4.) Construction shall be in substantial compliance with the site plan submitted to Jefferson County on August 16,
2000 and dated August 8, 2000 (Log Item #3) as it exists now or is hereafter amended by Jefferson County
and/or the Washington State Department of Ecology.
5.) No fill or other material may be placed in the waters or intertidal areas of Jefferson County.
6.) Work within the jurisdiction of the Shoreline Program other than as described above shall receive separate
review from this office.
7.) Prior to construction, the proponent shall contact the Jefferson County Department of Community Development
at(360) 379-4466 with estimated project timelines for monitoring and plan compliance.
8.) Prior to the onset of construction, the applicant shall provide the Department of Community Development with
the name and address of the contractor carrying out the project.
9.) In order to limit the proliferation of similar stair structures the subject area, the applicant is strongly encouraged
to investigate utilizing this structure as a joint use/joint ownership facility with neighboring property owners.
10.) The applicant shall comply with the provisions of the Hydraulic Project Approval (#00-E7812-01) issued by
WDFW on November 2, 2000.

TICE:
1. This permit may be rescinded by the Jefferson County Hearing Examiner or the Washington State Shorelines
Hearings Board upon finding that the permittee has not complied with the conditions herein, pursuant to RCW
90.58.140(8).
2. The permittee is liable for all damages to public and private property arising from violation of any provisions of
the permit hereby granted, including the cost of restoring the affected area to its condition prior to violation and
possible court costs that may ensue from violation, pursuant to RCW 90.58.230.
3. Construction pursuant to this permit will not begin nor is it authorized until twenty-one (21) days from the date
of filing as defined in RCW 90.58.140(5)(6) and WAC 173-14-090 or until all review proceedings initiated within
twenty-one days from the date of such filing have terminated, except as provided in RCW 90.58.140(5a-c).
Construction or substantial progress toward construction of the permitted development shall begin within two (2)
years from the date of this permit and completion of the permitted development shall be accomplished within five
(5) years from the date of this permit.
4. Nothing in this permit shall excuse the permittee from complying with any other federal, state, or local statutes,
ordinances, or regulations applicable to this project, but consistent with RCW 90.58.
