Do not open attachments or click on links if you are not expecting them. Dear County Commissioner- I am writing this email in hopes that you all can help me and help the Hadlock Veterinary Clinic. The Hadlock Veterinary Clinic has an open building permit CBLD2024-00008, This permit is for an Expansion and Remodel of existing building. I received a call from the Architect that worked on this 1st project with me and for the Hadlock Vet. Clinic approx. 12/19/2024. Informing me that the Hadlock Vet Clinic had rented a Temporary Structure (Modular building) from a company called Willscot. This Architect informed me that the Lead Contractor did not realize he needed a permit with Jefferson Co to set up and use the Temporary structure from Willscot and that a County Building Inspector flagged and put a Stop Work order on the Temporary Structure. I have added the WillScot website below WillScot rents Modular offices to businesses that are going through Remodels and Additions etc. These are Temporary structures, only used during the remodel or addition process. I received a checklist from Michael Byers and Gabriel Shepard, Phil Cecere was not available to speak too. I provided that list to our team for the Hadlock Vet Clinic, and we started our work for this Temporary Structure and to get this permitted. We requested a quote from DCD for the cost of this new permit. I submitted this permit application to Michael Byers who has been nothing but absolutely professional and as helpful as he can be to me and to the Hadlock Vet. Clinic. My main contact from the Hadlock Vet. Clinic is a gentleman name David Heredia, he mailed a check directly to me for the cost of this new permit for the Temporary Structure. Once the check was received I went directly to Jefferson CO DCD to deliver this check, so Michael could then route the permit for the review process. When I went to deliver the check, Michael was out of the office on vacation, and Gabriel was actually upfront and covering for Michael, Gab informed me at this time that the permit application was not completed and that we needed a permit from WA. St. LNI FAS permit for commercial remodel to this temporary structure. This was a new item of requirement, not something we were told before when inquiring on what all the county required to review this new building permit. I explain to Gab that the unit is all ready- there is no plan to do anything to the inside of this Temporary Structure, it is literally what I have learned our industries calls a PLUG AN PLAY- (Meaning they connect the two units together, set it up to standards plug everything into the Utilities and it's done) Gabriel insisted we must have a FAS permit with LNI- So I reached out to LNI FAS dept. and made contact with a gentleman named Michael Luke- I sent Michael a picture of the Insignia sticker on the temporary unit, Michael informed us that no FAS permit was required with their department and this structure has a Legal FAS Commercial insignia sticker. However he did state that it is up to the local jurisdiction where the unit would be placed. However, we should be good to go- as there is no work to be completed or changed inside this unit. Therefore obtain a permit with Jefferson Co to set it up, get an electrical permit and the contractor should be good to go. I did cc all three of the Commissioners on these emails from Michael Luke,Phil and Gabriel, you should have received these last week. I am reaching out to you, our County Commissioners, in hopes that you can help me and help the Hadlock Veterinary Clinic, When I spoke with WillScot they informed me that most of the smaller jurisdictions always seem to have issues or problems when it comes to obtaining permits for their Temporary structures. I have reached out to other Counties and Cities I submit permits too, in hopes they could shed some light, I was informed over and over, these are Temporary units, and they are what most jurisdictions call a plug and play- Only to be used during the Remodel or Construction process. Most other jurisdictions only require the legal Insignia sticker, how you plan to set it up, where are the utilities, floor plan and narrative letter explaining how long the unit will be in use, and what it will be used for. We have given DCD the original building plans of this temporary unit, a sitemap, set up documents, proof of potable water- I have tried to bring the check for this permit to Jefferson Co DCD 3 times, only to be told they can keep the check but they will not deposit it until Phil says we have a complete permit application. Phil informed me in the only email he responded too- that multiple emails will not accelerate a response from him or his team. Which I can understand but does not feel very friendly or like a good Civil Servant. Especially considering I have been in Jefferson CO DCD office numerous times trying to talk to them about this project and how we get it moving forward. So we are not hurting the Hadlock Vet Clinic, the animals of our community they serve and or the employees they provide jobs too. Finally- I want to apologize for bringing this problem to your attention but I honestly do not know where else to turn and honestly we need your assistance. Just FYI- the structure will only be used by the staff of the Hadlock Vet. Clinic and the animals they serve. It was rented for 6 months and has been onsite for almost 3 months. One of the insignias appears to be a WA L&I version from the UBC era of approvals (based on date and “B2” occupancy classification), so this building is appears to be a valid WA commercial structure. Once this building was installed at the first location, and occupied, it left L&I authority. WAC 296-150F-0010 https://app.leg.wa.gov/WAC/default.aspx?cite=296-150F-0010 . After that point all inspections for modifications, and similar, are under the authority of the local building department (see 2(b) of the WAC linked above). For another reference, please see WAC 296-150F-0500 https://app.leg.wa.gov/WAC/default.aspx?cite=296-150F-0500 (including the last Note). For any subsequent moves of the building, it is treated as a moved building under the building code (ref WAC 296-150F-0580). Note, the reference to 3410 of the IBC in WAC 296-150F-0580 is no longer current. The 2021 WA amended IBC, Section 3113 will speak to relocatable buildings. 3113.1.1 indicate: 3113.1.1 Compliance. A newly constructed relocatable building shall comply with the requirements of this code for new construction. An existing relocatable building that is undergoing alteration, addition, change of occupancy or relocation shall comply with Chapter 14 <https://codes.iccsafe.org/lookup/IEBC2021P1_Ch14/3656> of the International Existing Building Code. You may share this information with the authority having jurisdiction. The discretion to allow permitting and placement of this building (or any other FAS structure) is completely at their discretion based on their local laws/rules/ordinances. The only way that L&I FAS would be involved with this building again would be if it were being returned to the factory for alteration as a new building; reference WAC 296-150F-0590 https://app.leg.wa .gov/WAC/default.aspx?cite=296-150F-0590. This would require new plans – to all of the current codes enforced in WA State; reference WAC 296-150F-0590(1), linked previously. In my experience, this is not a path that is found feasible by folks making this type of inquiry.
