The project proponents, Frederick and Barbara Hilliard, have plans to construct a house on assessor parcel number 501-041-008. Soils found on this parcel are either very shallow, 18"to 28", requiring an extremely alternative technological solution (a mound or a sand filter close to the house), or very distant to situate an alternative drainfield solution (a pressurized partial fill, with 40"to 57" of usable soil) requiring 600' of site disturbing trench. However, subsequent soils investigation on the adjacent lot, assessor parcel number 501-032-020, located close to the house site, revealed soil appropriate for a conventional drainfield. Due to elevation, a pump will be required to transport the wastewater from the house to the drainfield. This allows a shallow drainfield trench depth, which maximizes treatment of the wastewater. The soil found in the proposed drainfield area has no restrictive layer to a depth greater than 75" from ground surface, allowing the wastewater to vertically penetrate the ground and disperse. Conversely, the other sites found on the house site parcel have a shallow confining layer, which impedes downward travel of wastewater, thereby concentrating the liquid as it is forced to move horizontally to escape. Please see the attached sod logs and soil test pit map. By allowing a utility easement on parcel 501-032-020, the most appropriate soils are used to provide a higher level of wastewater treatment and disposal, which in turn minimizes the impact to the environment. The project proponents, Frederick and Barbara Hilliard, have plans to construct a house on assessor parcel number 501-041-008. Soils found on this parcel are either very shallow, 18" to 28", requiring an extremely alternative technological solution (a mound or a sand filter close to the house), or very distant to situate an alternative drainfield solution (a pressurized partial fill, with 40"to 57" of usable soil) requiring 800'of site disturbing trench. However, subsequent soils investigation on the adjacent lot, assessor parcel number 501-032-020, located close to the house site, revealed soil appropriate for a conventional drainfield. Due to elevation, a pump will be required to transport the wastewater from the house to the drainfield. This allows a shallow drainfield trench depth, which maximizes treatment of the wastewater. The soil found in the proposed drainfield area has no restrictive layer to a depth greater than 75" from ground surface, allowing the wastewater to vertically penetrate the ground and disperse. Conversely. the other sites found on the house site parcel have a shallow confining layer, which impedes downward travel of wastewater, thereby concentrating the liquid as it is forced to move horizontally to escape. Please see the attached soil logs and soil test pit map. By allowing a utility easement on parcel 501-032-020, the most appropriate soils are used to provide a higher level of wastewater treatment and disposal, which in turn minimizes the impact to the environment. • S.
