OF COMMUNITY LEVE OPM NT Parcel Number. 902253006 S-T-R: 25-29N-02W Site Address: 1915 W UNCAS RD PORT TOWNSEND WA, 98368 FINDINGS: In accordance with the authority provided under subsection 4.101 and the requirements contained in Subsection 5.402 of the Jefferson County Interim Critical Areas Ordinance, the following are findings of fact relating to the referenced application: 1.) The application was reviewed by Jefferson County Permit Center staff on 11/22/00 for the potential presence of critical areas regulated under the provisions of the Ordinance, and the following critical areas were confirmed as potentially present on the subject property: wetlands along stream, seismic hazard, type 1 stream (Snow Creek), flood hazard area, susceptible aquifer recharge area. 2.) Acting upon the above information, Jefferson County staff conducted a site inspection of the subject property on 12/05/00 and 12/14/00 and confirmed the existence of the following critical areas and/or their associated buffers on the property: type 1 stream (Snow Creek), flood hazard area. 3.) Susceptible aquifer recharge areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. This includes any portion of Jefferson County with a DRASTIC index of greater than or equal to 180 points as determined using the U.S. Environmental Protection Agency DRASTIC methodology: Drastic:A Standardized System for Evaluating Ground Water Pollution Using Hydrogeologic Settings (EPA 600/23-87-035). 4.) An elevation certificate is on file which states that the 100 year flood does not extend beyond the the current top of bank of the existing Snow Creek and the site is not subject to flooding under FIRM criteria. 5.) A revised site plan was prepared and is on file showing the proposed manufactured home and the already constructed drainfield. All development is shown as being at least 150 feet from the easterly edge of Snow Creek. 6.) The potential for an earthquake of a high magnitude occurring in western Washington in the near future is considered a high probability by regional experts. This waiver from the provisions of the Jefferson County Interim Critical Areas Ordinance is granted subject to the following conditions. Any deviation from these conditions shall result in this waiver being revoked and the application becoming subject to further review. CONDITIONS OF APPROVAL: 1.) A setback (buffer) of 100 feet, measured perpendicularly from the ordinary high water mark along the bank shall be permanently maintained as a fish and wildlife habitat area. 2.) Fish and wildlife habitat area buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, replanting with native vegetation shall be required by the Critical Area Administrator. No alteration shall be made to the fish and wildlife habitat area buffer without prior authorization by the Critical Area Administrator. 5.) All construction activities, including the storage and preparation of materials, shall not encroach upon the designated fish and wildlife habitat area, its associated buffer, or any critically important plants and trees identified on the subject property. 4.) Flood proofing measures are to be used as required by the Jefferson County Flood Damage Prevention Ordinance. 5.) All new construction shall use construction methods which minimize flood damage. 6.) Fully enclosed area below the lowest floor that are subject to flooding are prohibited unless designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of floodwater. Designs for meeting this requirement must either be certified by a registered professional engineer or architect or must meet or exceed the following criteria: a. A minimum of two openings having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding shall be provided. b. The bottom of all openings shall be no higher than one foot above grade. c. Openings may be equipt with screens, louvers, or other coverings or devices provided that they permit the automatic entry and exit of floodwater. 7.) All new construction shall: a. be anchored to prevent flotation, collapse, or lateral movement of the sturcture. b. be constructed with materials and utility equipment resistant to flood damage and potential damage to adjacent properties. c. be constructed using methods and practices that minimize flood damage. d. have structural components capable of resisting hydrostatic and hydrodynamic loads and the effects of buoyancy. e. electrical, heating, ventilation, plumbing, air-conditioning equipment, and other service facilities shall be designed and/or otherwise elevated or located so as to prevent water from entering or accumulating within the components during conditions of flooding.
