Cantwell Releases Snapshot Report Showing How Proposed Medicaid Funding Cuts Could Devastate WA Health Care
Central and Eastern Washington at highest risk with Medicaid on chopping block -- 70% of children in Central WA's Congressional District 4 are on Medicaid; rural hospital leaders warn
of closings
WASHINGTON, D.C. – Today, as House Republicans continue to debate whether they will make significant cuts to Medicaid, U.S. Senator Maria Cantwell (D-WA) released a snapshot report <https://wapartner
ship.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=8fc6988a64&e=b80de0d97c> highlighting the impact that slashing Medicaid to fund tax cuts for corporations and the
ultra-wealthy would have on Washington state's health care system -- especially in Central and Eastern Washington.
The snapshot report <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=388c1fb93e&e=b80de0d97c> includes new data on the percentage of Medicaid patients
in each of the State of Washington’s U.S. congressional districts, as well as by region. Congressional District 4 (Central Washington) and Congressional District 5 (Eastern Washington)
have the highest proportions of adults and total population on Medicaid. Seventy percent of children in District 4 are on Medicaid.
The report also includes information provided by rural Central and Eastern Washington hospitals, showing how crucial Medicaid funding is for their survival. “We’re struggling to keep
our doors open … the only thing left to cut is the hospital itself," the report quotes Astria Toppenish Hospital Administrator Cathy Bambrick as saying.

Acknowledging the current state of affairs
Over the past several weeks, we’ve witnessed the impact of changes at the federal level. Uncertainty hangs over various federal funding programs as President Trump and his administration
order significant changes to the federal government. For example, some agencies are eliminating positions and programs, including those related to advancing diversity, equity, and inclusion.
Many federal employees have been notified about planned reductions in force and have received separation offers.
If they go forward, these changes could bring significant reductions in federal capacity and programming. Various memos have directed agencies to cease grant-making and distribution
of funds. This extends to the Department of Housing and Urban Development, a key partner and a large funder of the homeless crisis response in Washington state. Technical assistance
providers received work stoppage orders, some of which were later rescinded, and Continuum of Care grantees have experienced inconsistent access to their federal awards.
Washington’s elected leaders have spoken forcefully about these disruptions. They’ve called on the administration to work with states to maintain funding agreements and obligations.

The Weatherization Assistance Program (WAP) aims to mitigate climate change and reduce energy costs for low-income households by conducting large-scale energy efficiency upgrades and
retrofits of existing buildings. Over the last decade, the WAP has been the subject of inquiry by economists regarding its cost-effectiveness and its role in the energy transition.
Several earlier evaluations <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=49942c3f8b&e=b80de0d97c> found that programs that encouraged investments
in residential energy efficiency had limited returns. Researchers in the J-PAL network formed a partnership with the Illinois WAP to better understand what was contributing to this
underperformance. Their research <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=e49c143e72&e=b80de0d97c> found that performance incentives for
air sealing–a key component of these upgrades–significantly increased natural gas savings and generated social net benefits per each dollar of investment.

of Cipota Under the Moon, and Killing Marías both shortlisted for the WA State Book Award in poetry, in 2023 and 2018 respectively. She is also the author of One River, A Thousand Voices,
and the chapbook, This City. Born in El Salvador, Castro Luna lives in English and Spanish, and she writes and teaches in Seattle on unceded Duwamish lands.
