JEFFERSON COUNTY INTERIM CRITICAL AREAS ORDINANCE 1 htt: ' KEITH JAMES 603 STEWART ST SUITE 711 E SEATTLE WA 1 Area Review Case Number: CAR C�I6ca 00-00547 Project Description: Single family residence Parcel Number. 901122011 S-T-R: 12-29N-01W Site Address: 117 ALCOHOL LOOP RD PORT HADLOCK WA, 98339 FINDINGS: In accordance with the authority provided under subsection 4.101 and the requirements contained in Subsection 5.402 of the Jefferson County Interim Critical Areas Ordinance, the following are findings of fact relating to the referenced application: 1.) The application was reviewed by Jefferson County Permit Center staff on 12/15/00 for the potential presence of critical areas regulated under the provisions of the Ordinance, and the following critical areas were confirmed as potentially present on the subject property: Wetlands, and Shoreline (Conservancy& Suburban Designations), Heron Habitat, and Seismic Hazard Area. 2.) Acting upon the above information, Jefferson County staff conducted a site inspection of the subject property on 7/07/99 and confirmed the existence of the following critical areas and/or their associated buffers on the property: Wetlands and Shoreline (Suburban and Conservancy designations). 3.) The applicant submitted a Wetland Delineation in conjunction with there application. The report identified the associated wetlands as Category III Wetlands. The Jefferson County Interim Critical Areas Ordinance stipulates a 25-foot setback from the edge of the delineated wetland. 4.) This waiver also includes findings and conditions for evaluation of shoreline areas as regulated under the provision of The Jefferson County Shoreline Management Master Program, adopted March 7, 1988, as amended. 5.) The standard setback for residential structures, including common appurtenant structures such as garages and workshops, shall be 30 feet, or 1 foot for each foot of bank height, whichever is greater. This setback snail be measured from the Dank's edge when the bank height exceeds 10 feet. 6.) The bluff height is less than 30-feet. The required setback from the top of the bluff is 30-feet. This waiver from the provisions of the Jefferson County Interim Critical Areas Ordinance is granted subject to the following conditions. Any deviation from these conditions shall result in this waiver being revoked and the application becoming subject to further review. CONDITIONS OF APPROVAL: 1.) A setback of 25-feet, measured perpendicularly from the Class III Wetland edge, shall be permanently maintained as a buffer. No filling, grading, clearing or other alteration of the wetland or its buffer is allowed. 2.) No alteration shall be made to the wetland or its buffer without prior authorization by the Critical Area Administrator. Buffer enhancement is allowed as long as native species are selected for planting. 3.) Prior to and during approved construction activities, the perimeter of the wetland buffer shall be marked with a temporary sign. The sign shall be placed in such a manner that it can be directly observed from the construction area.
