PROJECT DESCRIPTION: The proposal is for a retaining wall to retard bank erosion and stabilize bluff slope for the
purpose of_protecting an existing single-family residence. The erosion is due to upland drainage factors and not
due to marine wave action. The proposal is to remove soft soil at the base of the bluff to establish a firm
foundation. 600 to 800 tons of rock will be used to form the foundation and construct the retaining wall at a 2 to 1
slope. According to the construction plan, all soil and debris removed initially will be re-used as fill for the rock wall
and none will be discharged to the beach. The work will be done with a crane and clam bucket from the top
ground area.
PROJECT LOCATION: Parcel number 921 191 011, Section 19, Township 29 North, Range 1 East, WM at 3535
Oak Bay Rd., Port Hadlock, WA 98339.

Development pursuant to this permit shall be undertaken subject to the applicable policies and performance
standards of the Jefferson County Shoreline Management Master Program and the following conditions:
1.) Prior to issuance of the Jefferson County Building Permit, the applicant will be required to submit the following:
(a) a "Small Parcel Erosion and Sediment Control Plan," pursuant to the Jefferson County Stormwater
Management Ordinance Once the subject permit has been issued, the applicant shall fully implement the
provisions of the submitted "Small Parcel Erosion and Sediment Control Plan,"
(b) a re-vegetation plan that indicates native plant species to be used for the purpose of bluff retention,
particularly in areas disturbed by construction; locations of plantings; and timelines for planting.
2.) Erosion control measures must be in place prior to any clearing, grading, or construction. These control
measures must be effective to prevent soil from being carried into surface water by stormwater runoff. Sand,
silt, and soil will damage aquatic habitat and are considered pollutants.
3.) The design and construction of the upland retention wall must include measures to effectively control and allow
for drainage of stormwater. The property owner shall frequently (weekly) monitor the drainage situation at the
subject area for effectiveness.
4.) Proper erosion and sediment control practices must be used on the construction site and adjacent areas to
prevent upland sediments from entering the water body. All areas disturbed or newly created by construction
activities must be re-vegetated, use bioengineering techniques, use clean durable riprap, or some equivalent
type of protection against erosion when other measures are not practical.
5.) Excavations for the purpose of dewatering must be constructed in accordance with Chapter 173-960 WAC
(Minimum Standards for Well Construction).
6.) Proper disposal of construction debris must be on land in such a manner that debris cannot enter the water
body or cause water quality degradation of state waters.
7.) In order to minimize visual impact, the retaining shall be constructed to harmonize with the local shoreline
environment to the maximum extent practicable.
8.) Construction shall be in substantial compliance with the site plan submitted to Jefferson County on July 27,
2000 (Log Item #11) as it exists now or is hereafter amended by Jefferson County and/or the Washington State

d.) No fill or other material may be placed in the waters or intertidal areas of Jefferson County.
10.) Work within the jurisdiction of the SMMP other than as described above shall receive separate review from this
office.
11.) Prior to construction, the proponent shall contact the Jefferson County Department of Community Development
at (360) 379-4466 with estimated project timelines for monitoring and plan compliance.
12.) Prior to the onset of construction, the applicant shall provide the Department of Community Development with
the name and address of the contractor carrying out the project.
13.) Before beginning construction, the applicant shall contact the US Army Corps of Engineers-Mr. Jack Gossett at
(206) 764-6902 or Ms. Susan Glenn at (206) 764-6904-in order to determine whether a federal permit is
necessary.
14.) Before beginning construction, the applicant shall contact the Washington Department of Fish and Wildlife-Ms.
J. Anne Shaffer at (360) 457-2634-in order to determine whether Hydraulic Project Approval is necessary.
NOTICE:
1. This permit may be rescinded by the Jefferson County Hearing Examiner or the Washington State Shorelines
Hearings Board upon finding that the permittee has not complied with the conditions herein, pursuant to RCW
90.58.140(8)-
2. The permittee is liable for all damages to public and private property arising from violation of any provisions of
the permit hereby granted, including the cost of restoring the affected area to its condition prior to violation and
possible court costs that may ensue from violation, pursuant to RCW 90.58.230.
3. Construction pursuant to this permit will not begin nor is it authorized until twenty-one (21) days from the date
of filing as defined in RCW 90.58.140(5)(6) and WAC 173-14-090 or until all review proceedings initiated within
twenty-one days from the date of such filing have terminated, except as provided in RCW 90.58.140(5a-c).
Construction or substantial progress toward construction of the permitted development shall begin within two (2)
years from the date of this permit and completion of the permitted development shall be accomplished within five
(5) years from the date of this permit.
4. Nothing in this permit shall excuse the permittee from complying with any other federal, state, or local statutes,
ordinances, or regulations applicable to this project, but consistent with RCW 90.58.

THE LAND DISTURBING ACTIVITIES OF THE CONSTRUCTION OF THE EROSION CONTROL BLANKET WILL BE M/N/M/ZED BY
PLACING THE RIP -RAP AND QUARRY SPALL WITH A CRANE
FOLLOWING THE COMPLETION OF THE EROSION CONTROL BLANKET CONSTRUCT/ON, THE RAVINE AROUND AND BELOW

1. TEMPORARY EROSION/WATER POLLUTION MEASURES ARE REQUIRED AND SHALL COMPLY WITH THE COUNTY
CLEARING AND GRADING ORDINANCE AND WSDOT/APWA SPECIFICATION 1-07. 15 AS FOLLOWS. -
A. ANY PROPOSED CHANGES TO THE SOIL EROSION AND WATER POLLUTION/FLOOD CONTROL PLANS SHALL
BE SUBMITTED TO THE COUNTY, APPROVED BY THE COUNTY, AND IMPLEMENTED BY THE CONTRACTOR PRIOR
TO DISTURBING ANY SOIL ON THE SITE SUBMITTAL AND APPROVAL OF THOSE PLANS SHALL PRECLUDE ANY
CONSTRUCTION ACTIVITY.
B. NO PERMANENT INFILTRATION GALLERIES SHALL BE UTILIZED AS PART OF THE CONSTRUCTION TEMPORARY
EROSION CONTROL AND WATER POLLUTION/FLOOD ACTIVITIES.
C. ALL PERMANENT STORAGE AND RETENTION/DETENTION AREAS USED AS PART OF THE TEMPORARY EROSION
CONTROL AND WATER POLLUTION/FLOOD ACTIVITIES AND CONVEYANCE SYSTEMS SHALL BE CLEANED OF ALL
SILTS, SAND AND OTHER MATER/ALS FOLLOWING COMPLETION OF CONSTRUCTION ANC THE PERMANENT
FACILITIES SHALL THEN BE COMPLETED INCLUDING PERMANENT INFILTRATION AREAS.
D. ALL DISTURBED AREAS SHALL RECEIVE TEMPORARY AND PERMANENT EROSION CONTROL IN THE FORM OF
VEGETATION ESTABLISHMENT SUCH AS GRASS SEEDING. A MEANS SHALL BE ESTABLISHED TO PROTECT THE
PERMANENT STORM DRAIN SYSTEM PRIOR TO ESTABLISHMENT OF THE PERMANENT EROSION CONTROL
MEASURES.

3. THE CONSTRUCTION AND MAINTENANCE OF EROSION AND SEDIMENT CONTROL MEASURES SHALL BE THE
RESPONSIBILITY OF THE CONTRACTOR. THE CONTRACTOR SHALL NOT DEVIATE FROM THE APPROVED PLANS WITHOUT
PRIOR APPROVAL FROM THE JEFFERSON COUNTY DEPARTMENT OF PUBLIC WORKS

4. THE EROSION AND SEDIMENT CONTROL MEASURES DEPICTED ON THIS PLAN ARE MINIMUM REQUIREMENTS TO
MEET ANTICIPATED SITE CONDITIONS. AS: -ON DITIONS DICTATE DURING CONSTRUCTION, THE CONTRACTOR SHALL
CONSIDER WHETHER ADDITIONAL MEASURES ARE NECESSARY TO ENSURE EROSION AND SEDIMENT CONTROL.
5. CONSTRUCTION VEHICLE ACCESS SHALL BE LIMITED TO ONE ROUTE, WHENEVER POSSIBLE. QUARRY SPALLS OR
CRUSHED ROCK SHALL BE APPLIED TO THE ACCESS IN ORDER TO PREVENT SEDIMENT FPOM BEING TRANSPORTED
ON TO ROADS. IF THIS SHOULD OCCUR, ROADS SHALL BE CLEANED THOROUGHLY BY SHOVELING OR SWEEPING.
6. CLEARING SHALL BE PHASED SO THAT ONLY AREAS THAT ARE BEING WORKED ARE EXPOSED. ALL EXPOSED AND
UNWORKED SOILS SHALL BE STABILIZED BY APPROPRIATE BEST MANAGEMENT PRACTICES. FROM OCTOBER 1
THROUGH APRIL 30, UNWORKED SOILS SHALL NOT BE LEFT EXPOSED FOR MORE THAN 2 DAYS. FROM MAY 1
THROUGH SEPTEMBER 30, UNWORKED SOILS SHALL NOT BE LEFT EXPOSED FOR MORE THAN 7 DAYS.
7 ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE MAINTAINED IN A SATISFACTORY CONDITION UNTIL
SUCH TIME AS LAND DISTURBING ACTIVITIES ARE COMPLETED AND THE POTENTIAL FOR ONS/TE EROSION HAS PASSED.
