HomeMy WebLinkAboutCONSENT Resolution re Temp closure Linger Longer Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Mark McCauley, County Administrator From: Monte Reinders, P.E., Public Works Director/County Engineer Agenda Date: March 10, 2025 Subject: Temporary Road Closure on Linger Longer Road, County Road No. 301309 and Fremont Avenue, County Road No. 301709 Statement of Issue: A planned replacement of the Linger Longer Bridge over the Big Quilcene River and restoration of the river floodplain will require temporary closure of Linger Longer Road between milepost 0.08 and milepost 0.39, and Fremont Avenue between milepost 0.12 and milepost 0.24. Analysis/Strategic Goals/Pro's 8 Con's: The Jamestown S'Klallam Tribe was awarded a RAISE grant to replace the existing 80-ft. long Linger Longer Bridge with a new 1,140 long multi- span concrete bridge over the Big Quilcene River and to restore the river floodplain, for the purpose of improving fish habitat. Construction for both the bridge and the floodplain work is scheduled to occur in 2025-2026. Linger Longer Road will be temporarily closed and then re- opened in 2026 when the new bridge is completed. During construction, traffic will be detoured to Rogers Street with a temporary bridge over the Big Quilcene River, per the attached map. The closed segment of Fremont Avenue, as well as a portion of Rogers Street will eventually be permanently abandoned to make way for the restored floodplain. Road abandonment will be handled in a subsequent resolution, post-construction. Fiscal Impact/Cost Benefit Analysis: The Jamestown S'Klallam Tribe is providing 100% funding for this project, including reimbursement to Public Works for staff time and associated expenditures. Recommendation: The Board is requested to approve the road closure resolution, and return a copy to Public Works for further processing. Linger Longer Road #301309, and Fremont Avenue #301709 WHEREAS, a planned replacement of the Linger Longer Bridge over the Big Quilcene River and restoration of the river floodplain will require temporary closure of Linger Longer Road between milepost 0.08 and milepost 0.39, and temporary closure of Fremont Avenue between milepost 0.12 and milepost 0.24, and WHEREAS, alternate routes are available to the motoring public, and WHEREAS, notice of closure will be published in the area newspaper, and provided by signage at the site not less than 3 days prior to closure, as required by law, and WHEREAS, Chapter 47.48 R.C.W. authorizes closure of roads, NOW, THEREFORE, THE BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY, WASHINGTON, HEREBY RESOLVE AS FOLLOWS: Section 1. Whereas Clauses are Findings of Fact. The Jefferson County Board of Commissioners hereby adopts the above "Whereas" clauses as Findings of Fact. Section 2. Purpose. The purpose of this Resolution is to close Linger Longer Road between milepost 0.08 and milepost 0.39, and to close Fremont Avenue between milepost 0.12 and milepost 0.24 to all traffic from May 2025 until June 2026 during construction of the new bridge and floodplain restoration. Section 3. Adoption. Jefferson County Board of Commissioners hereby approves and adopts this Resolution. Section 4. Severability. If any section, subsection, sentence, clause, phrase or section of this Resolution or its application to any person or circumstance is held invalid, the remainder of this Resolution or its application to other persons or circumstances shall be fully valid and shall not be affected. Section 5. SEPA Categorical Exemption. This Resolution is categorically exempt from the State Environmental Policy Act under WAC 197-11-800 l 9 . Section 6. Effective Date. This resolution becomes effective upon execution by the Jefferson County Board of Commissioners.
