STATEMENT OF ISSUE:
Resolution 54-97 provides for a nine-member Planning Commission, equally representing three Districts,
and having staggered 4-year terms. This year, the terms of three Planning Commission seats will expire
March 17, 2025. New terms begin on March 18 of the year. Expiring terms include: District 1: Cynthia
Koan, District 2: Matt Sircely, District 3: Richard Hull. The Board appoints members of the Planning
Commission.
Pursuant to Planning Commission Bylaws Section 2, the notice of vacancies and request for application
were advertised two times in the paper of record, February 19 and February 26, 2025 in the Leader. Three
applications were received, all from the incumbent Planning Commission members, stating their
qualifications and expressing their interest to continue serving another four-year term on the Planning
Commission. No other applications were received. Since all applicants were incumbents, no interviews
were held.
ANALYSIS:
The last Planning Commission meeting of the expiring terms would be March 19, 2025. It is typically
difficult to find people to serve on the Planning Commission. The current body is in the midst of extensive
public outreach, hearings, and recommendations addressing the Comprehensive Plan Periodic Update.
Consistency of the planning body at this time would be beneficial. The procedures of appointing Planning
Commission members are promulgated by the Board, which has the prerogative to extend a search for
additional applicants and fill seats after March 17, 2025.
FISCAL IMPACT:
There is no fiscal impact to the County's General Fund from this decision. The Planning Commission serves
on a voluntary basis, and are provided a$50 stipend for attendance, participation in meetings, and being
active in the community. Planning Commission funds are provided by the Board and administered by
Community Development.
RECOMMENDATION:
Community Development recommends the Board reappoint the three aforementioned Planning
Commissioners to serve another term. Their terms will expire on March 17, 2029.
