Subject: A Resolution to Update the Official County Road Log to include:
Mt. Wilder Way CR# 517209 and McCartney Peak Lane CR# 517609
Statement of Issue:
A resolution to update the official County Road Log to revise the end milepost of Mt. Wilder
Way from 0.360 to 0.720 and accept McCartney Peak Lane as a new County Road from
milepost 0.000 to 0.120. The Public Works Department reviewed the road and drainage
plans and inspected construction at key stages to verify that the road and drainage systems
were constructed to the County's adopted standards.
Analysis/Strategic Goals/Pro's Et Con's:
Public Works met with the Board in February 2023 to discuss this potential future action. It
was decided then that these two roads would be permitted to become County Roads but
that future similar roads that do not meet the "public necessity" and "general public
benefit" criteria would not. This was addressed in Resolution 5-23.
Fiscal Impact/Cost Benefit Analysis:
The County will be responsible for the maintenance of the roads. However, it is unlikely
that the roads will have significant maintenance costs in the immediate future. They are
low speed, low volume, dead end roads and recently constructed to County standards,
including asphalt surfacing. The Department estimates that chip sealing to maintain the
roadway surface will not be required for approximately 15 years.
Recommendation:
Public Works recommends that the Board adopt the resolution placing Mt. Wilder Way, from
milepost 0.360 to 0.720, and McCartney Peak Lane, from milepost 0.000 to 0.120, on the
official County Road Log.

In the Matter of Updating the
Official County Road Log to include: RESOLUTION NO.
Mt. Wilder Way & McCartney Peak Lane
WHEREAS, the rights -of -way for the following roads have been dedicated to Jefferson
County in fee simple in the Olympic Terrace Long Plat, Division II, Phase 1; and,
WHEREAS, the roads and drainage facilities have been constructed to Jefferson County's
adopted standards; and,
WHEREAS, the roads will be maintained at public expense; and,
WHEREAS, only those portions of the drainage facilities located within County right-of-
way that are depicted as Jefferson County Maintenance Responsibility on the attached drawing
labeled SD -Key updated with Jefferson County annotations on 3/4/2025 will be maintained at
public expense; and,
WHEREAS, the Official County Road Log is filed in the County Engineer's Office;
NOW, THEREFORE, THE BOARD OF COUNTY COMMISSIONERS OF
JEFFERSON COUNTY, WASHINGTON, HEREBY RESOLVE AS FOLLOWS:
Section 1. Whereas Clauses are Findings of Fact. The Jefferson County Board of Commissioners
hereby adopts the above "Whereas" clauses as Findings of Fact.
Section 2. Purpose. The purpose of this Resolution is to update the Official County Road Log to
include Mt. Wilder Way and McCartney Peak Lane.
Section 3. Official Cotimy Road Log Update. The Jefferson County Board of Commissioners
hereby direct the County Engineer to make the following additions to the Official County Road Log:

Section 4. Severability. If any section, subsection, sentence, clause, phrase or section of this
Resolution or its application to any person or circumstance is held invalid, the remainder of this
Resolution or its application to other persons or circumstances shall be fully valid and shall not be
affected.
Section 5. SEPA Categorical Exemption. This Resolution is categorically exempt from the State
Environmental Policy Act under WAC 197-11-800 (19).
Section 6. Effective Date. This Resolution shall take effect and be in full force immediately upon
passage by the Board of County Commissioners.
