I'm sure this has in fact happened especially with co-factors like asthma, COPD, and people who really need c-pap machines to sleep at night. Local governments policies and practices are indifferent even to the weak laws that are in theory supposed to protect consumers but are never observed or upheld. For these reasons no homeless person should ever be criminalized for not sleeping in a shelter in Jefferson County. In addition all the state park and marina showers are closed to the homeless, the YMCA has limited hours, days. However it is still less detrimental to public health than the 209a Monroe st Shelter.
