Required every five years by the Washington State Department of Commerce, the plan serves as a roadmap for state and county activities and goals, aligning with the State Strategic Plan and Annual Report to the Legislature on homelessness. A fact sheet released during the last week of February by OCCAC said the EPA was working with the nonprofit for the funds when the freeze occurred. “OCCAC has not heard from the EPA since Jan. 24, when substantive communications with EPA staff stopped,” the fact sheet said. The $20 million was part of a larger $40 million federal package championed by Senators Patty Murray and Maria Cantwell, announced in a Dec. 12, 2024, media release from Murray’s office. The funds were to be shared between OCCAC and the Yakama Nation. However, on Jan. 24, substantive communications between OCCAC and the EPA stopped, and the freeze was announced days later. Murray (D-WA) serves as Chair of the Senate Appropriations Committee, and Cantwell (D-WA) heads the Senate Committee on Commerce, Science, and Transportation. The media release said the money is part of nearly $40 million divided between the OCCAC and the Yakama Nation. When contacted by The Quad early last January about its largest-ever grant, OCCAC Executive Director Rena Shawver confirmed the media release from Murray’s office. Then, with what proved later to be prescient caution, Shawver added that the actual funds had not yet been received by her nonprofit, so she deferred further comment until such time as that occurred. Although the award letters and grant agreements in question have still not been processed as of this morning, we have received reports today that grantees have been notified that FY2024 CoC grants will begin to be processed as early as next week. Please be aware that this will use an expedited process. In the meantime, we strongly advise funding recipients to: * Hold off on pre-emptively winding down any programming until the timing of FY24 CoC processing becomes clearer, and * Carefully read any documentation (including award letters and grants agreements) from HUD, as we expect significant changes to the content of these documents to reflect the priorities of the current Administration. This should likely include review by your legal counsel. The City of Wenatchee formally recognized the occasion by proclaiming February 27 as Leadership Institute of NCW Day during a City Hall proclamation at the Wenatchee City Council meeting. Following the City Hall recognition, the graduation ceremony took place at the Wenatchee Valley Museum & Cultural Center, where graduates, families, and community leaders gathered for an evening of celebration. The event featured a keynote address from Zulema Gomez, Director of Capacity Building at the National Parent Leadership Institute, speeches from graduates Juan Pablo Suárez, Ivon López Ramírez, and Sarah Fitzgerald, remarks from District 12 Representative Mike Steele, and the presentation of certificates to graduates. The event also honored the dedication of program facilitators, guest speakers, and partner organizations who contributed to the success of the Leadership Institute’s first year. The Leadership Institute of NCW was designed to empower community members to become advocates for children, families, and communities. This 20-session training program, held at Wenatchee Valley College, uses curriculum developed by the Parent Leadership Training Institute, a national program founded 30 years ago to build the civic capacity of parents, families, and local residents to improve community outcomes.
