The app'ication was reviewed by the Jefferson County DCD staff on February 28, 2001 for the pczoitial presence of Environmentally Sensitive Areas (ESAs) under the provisions of the nified Development Code (UDC), and the following ESAs were confirmed as pc ntially present on the subject property: aquifer recharge, seismic. 2.) uifer Recharge Areas in Jefferson County are characterized by porous geological 3rmations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3 Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 5.) Minimum 20 foot setback from front or access easements and 5 foot side and rear setbacks. 6.) The building height shall not exceed 35 feet. 7.) Maximum lot coverage shall not exceed 25%. 8.) Stormwater BMP's shall be employed to control erosion and sediment during construction, to permanently stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 9.) The subject property is near an airport where a variety of airport dependent uses occur that are not compatible with development. Potential discomforts of inconveniences may include, but are not limited to: noise, aircraft take-offs and landings. 10.) The site plan as submitted with the building application on February 14, 2001 has been reviewed for consistency under the UDC. The site plan has been approved by Jefferson County. Any modifications, changes, and/or additions to the stamped approved site plan dated February 28, 2001 shall be re-submitted for review and approval by Jefferson County. is\F_BLD_Permit Buildng.rpt 10/29/19 BUILDING PERMIT APPLICATION Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD01-00104 Received Date: 2/14/2001 SITE ADDRESS: 122-2,1-1 c+rpo,r+ G' io 'Rd, PORT TOWNSEND, 98339 APPLICANT: ALEX VINNISKI PHONE: (360)385-9046 ANNETTE HUENKE PO BOX 454 PORT TOWNSEND WA 98368 SUBDIVISION: Block: Lot: T 31 PARCEL NUMBER: 001343002 Section: 34 Township: 30 N Range: 01 W CONTRACTOR: BUILDING BROKERS CONST PHONE: (360)683-6216 530 HEATH RD SEQUIM WA 98382 Contractor's License BUILDBCOLLMG Expires 07/07/2001 ARCHITECT/ ENGINEER : PROJECT DESCRIPTION: POLE BUILDING TYPE OF WORK GAR SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: VALUATION 7,680.00 ADD'L: HEAT TYPE: UH CODE EDITION: 1997 HEAT BASE: HEAT TYPE: OCCUPANCY: UNHEATED: #OF STORIES: OCCUPANCY: OTHER: CONST TYPE: GARAGE: 768 SHORELINE: CONST TYPE: DECK: SETBACK: BANK HEIGHT: SEWAGE DISPOSAL: OSS WATER SYSTEM: PUBLIC PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: Prop: Seismic Streams Total: Total: Flood Way Floodplain F&W Landslide Routing Date: ._ .. ______ ._____________.., ,1 o( Shoreline ' - i - (' -' t J „Forest: Comme r• 010/ 2 1 xim i'1-'r tvV r .,.MAI- Type Amount Paid By: Date: Receipt: Approve. NOTICE: This permit does not excuse the proponent.from complying with other local, state, and federal ordinances, regulations, or statutes applicable to the proposed development. Development pursuant to this permit shall be undertaken subject to the applicable development and performance standards of the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes" listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are included as"critical habitat"for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: -Set back buildings, utilities and roads as far as possible from surface waters(streams, rivers, lakes, marine waters), or at least 150 feet from the edge of the water -All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters - Remove minimal vegetation for site development, especially large trees -Allow trees that have fallen into surface waters to remain there - Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches Any individual, group, or agency can bring suit for a listed species "taking", even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information, contact the National Marine Fisheries Service in Seattle at (206)526-6613, or the U.S. Fish and Wildlife Service at(503) 231-6121. Pursuant to RCW 36.70C, the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court within twenty-one (21) calendar days of the date of issuance of this land use decision.
