The application was reviewed by the Jefferson County Department of Community Development staff on March 1, 2001 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: wetlands (along shorelines); SUSC aquifer recharge area; Conservancy shoreline designation. 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) A minimum 30 foot vegetative fish and wildlife habitat buffer measured from the top of the bank shall be maintained in a natural condition. 5.) A minimum 5 foot setback (landward) from the 30 foot fish and wildlife buffer shall be required to all foundations. 6.) The site plan received by DCD on March 12, 2001 identifies the bank height 75 feet to 80 feet. Said site plan identifies the proposed single family residence to be setback approximately 93 feet from the top of the bank and approximately 58 feet from the landward edge of the 35 foot fish and wildlife habitat buffer. 7.) Site plan received by DCD on March 12, 2001 identifies onsite infiltration by means of bio-swale, catch basin, and collection basin and is located landward of the fish and wildlife habitat buffer area and shoreline. The collection basin is located at the northern end of the parcel adjacent to Colman Drive. 8.) Maximum lot coverage shall not exceed 25%. 9.) Minimum setback from Coleman Drive is 20 feet. North and south property setbacks are minimum of 5 feet. Minimum shoreline setback from top of bank to foundation is 80. 10.) The building height is not to exceed 35 feet. 11.) This approval is for a single family residence only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 12.) The site plans received by DCD on March 12, 2001 (prepared by Olympic Design Group, Inc dated 3/12/2001 labeled sheet A1.1 &A1.2) have been reviewed for consistency under the UDC. The Site Plan and Site Grading & Erosion Plan have been approved by Jefferson County. Any modifications, changes, and/or additions to the stamped approved referenced plans dated March 27, 2001 shall be re-submitted for review and approval by Jefferson county.' 13.)
