The application was reviewed by the Jefferson County Department of Community Development for the presence of Environmentally Sensitive Areas (ESAs). The Department conducted a review and has concluded that the property DOES NOT contain Environmentally Sensitive Areas. However, future proposals will be subject to a new ESA review and conditions may be added if new ESAs are found on the property. 2.) The applicant is proposing to create or add 4,346 square feet of impervious surface and 4,446 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code and plat condition#2 requires that your proposal submit a Small Parcel Erosion and Sediment Control Plan. 3.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-800-11(1)(b)(i). 4.) The subject lot is a legal non-conforming lot that is designated as RR 1:5 under the Jefferson County Comprehensive Land Use Map (effective 8/28/98). 5.) This approval is for a single family residence only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 6.) The revised site plan dated May 4, 2001 has been reviewed for consistency under the UDC. The revised site plan has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated May 4, 2001sha11 be resubmitted for review and approval by Jefferson County Department of Community Development. 7.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 8.) Maximum lot coverage for lot 6 in Villas By The Sea shall not exceed 45 %, per conditions of plat approval. 9.) I will notify the Permit Center for inspections as required. asw 6---N I Si: .ture of O Agent Date SPESC Instructions—Short Form Revised June 3, 1999 6 • JEFFERSON COUNTY STORMWATER MANAGEMENT ORDINANCE SMALL PARCEL MINIMUM REOUIREMENTS The Jefferson County Stormwater Management Ordinance requires preparation of a Small Parcel Erosion and Sediment Control Plan for: • Creation of less than 5,000 square feet of impervious surface, and • Land disturbing activity less than one acre. A Small Parcel Erosion and Sediment Control Plan is not required for construction of detached single family residences or duplexes creating less than 3,000 square feet of impervious surface or for land disturbing activity less than 10,000 square feet. However, implementation of appropriate Best Management Practices to control erosion and sedimentation is required The Plan must be reviewed and approved by the Jefferson County Stormwater Administrator. It must comply with the following Small Parcel Minimum Requirements from the Washington Department of Ecology Stormwater Management Manual for the Puget Sound Basin. - 1. Construction Access Route Stabilization: Construction vehicle access shall be,whenever feasible, limited to one route. Access points shall be stabilized with quarry spalls or crushed rock to minimize the tracking of sediment onto public roads. If sediment is inadvertently transported onto public roads,roads shall be cleaned thoroughly at the end of the day by shoveling or sweeping. Street washing should only be done after the bulk of the sediment has been removed by sweeping. 2. Stabilization of Exposed Soil: All exposed and unworked soil shall be stabilized by sodding, seeding,mulching,plastic covering, application of gravel base on roads and driveways,or other appropriate means within seven days during the period from May 1 to September 30 and within two days during the period from October 1 to April 30. Mulch shall be applied to a minimum depth of two inches. - 3. Protection of Adjacent Properties: Adjacent properties shall be protected from sediment deposition by appropriate use of vegetative buffer strips, sediment barriers or filters, dikes,mulching, or by a combination of these measures and other appropriate BMPs. 4. Maintenance: All erosion and sediment control BMPs shall be regularly inspected and maintained to ensure continued performance of their intended function. 5. Other Appropriate BMPs as required by Jefferson County to mitigate the effects of increased runoff shall be applied. SPESC Instructions—Short Form Revised June 3, 1999 7 JEF FERSON COUNTY STORMWATER MANAGEMENT ORDINANCE TYPICAL BEST MANAGEMENT PRACTICES FOR EROSION AND SEDIMENT CONTROL Preserve natural vegetation: Vegetated areas have low erosion potential. Vegetation slows the flow of water and filters out sediments. The most effective way to prevent erosion and sedimentation is to preserve vegetation. Limit clearing by performing it in phases. Clear only the areas that will worked immediately. Leave Filter Strips of undisturbed vegetation between cleared areas and property boundaries or water bodies to filter sediment. Cover exposed soil Covering exposed soil is the simplest, cheapest, and most effective means to prevent erosion and sedimentation. Use 2"straw or hay; sod; wood chips; and plastic sheeting over soil stockpiles.Apply gravel base to roads, driveways, and parking areas after subgrade preparation. Stabilize construction access: Place quarry spalls,ballast, or crushed rock at the entrance to a construction site to avoid tracking dirt and mud on to roads. Filter fence to intercept and filter out sediment in runoff water. Straw bale barrier to intercept and detain sediment in runoff from exposed soil. Seed, sod, and landscape after completion of construction to revegetate exposed soil. See attached illustrations from the Washington Department of Ecology Stormwater Management Manual.
