The term “landlord” should not be used anywhere in Jefferson County code.
That word is:
* Sexist
* Imprecise: The residency requirements for operators of STRs must only use the terms “landowner” or “owner” or “property owner” and define those to mean a carbon-based life form because
a “landlord” could also be a lessee or a nonhuman, corporate entity;
Only the actual owner of a property should be allowed to provide short-term rentals on their property and that owner – not an owner’s agent, not a property manager, not any other such
person – must reside on the property during the rental period.
A landowner can obviously reside on only one property at a time, so the residency requirement purposefully prohibits any one person from operating a chain of STRs on multiple pieces
of real estate. If even more stringent language is needed to make that clear, I encourage you to write it.
