Dear John, With the House of Origin cutoff deadline passing on March 12th, by calendar and by process we've crossed the midway point of the 2025 Washington State legislative session. Thanks to advocacy by members like you, significant progress has been made on clean transportation and expanding conservation opportunities protections. However, major questions remain about how state elected officials plan to close a ~$13 billion deficit. Here's a quick look at some of the good, the bad, and the unknown. The Good * In transportation, bills to eliminate outdated parking minimums and improve Amtrak service along I-5 continue along, while efforts to protect Advanced Clean Trucks have been successful. * Our efforts to expand investments in conserving mature forests and the Trust Land Transfer program remain in good standing with a strong coalition of advocates and number of legislative champions. The Bad * Unfortunately a number of good bills for clean energy and our environment didn't make it past the legislative deadline. From electric vehicles, forest land purchases, and wildlife protections, we still have work to do so we can explore, protect, and enjoy our natural world. The Unknown * How lawmakers plan to pass a balanced budget. The state faces a $13 billion deficit over the next 4 years with potentially staggering cuts for the environment and no major sources of new revenue yet to be seriously considered. Lawmakers in Washington state are facing a $13 billion budget shortfall which could mean staggering cuts to the environment. With additional cuts to crucial services anticipated by the Trump administration, it’s time that state lawmakers come up with bold solutions to close this budget gap with new revenue where wealthy pay their fair share. Washington has one of the worst tax codes in the country, with low- and middle-income families paying a higher percentage of their income in taxes than the state's wealthiest. We need long-term, sustainable solutions that change the way Washingtonians pay taxes -- and that lead to new revenue. Without new options, dedicated sources of revenue such as the Climate Commitment Act aren’t safe from being raided to fund other priorities.
