Call to Order: Chairman Ken Przygocki called the meeting to order at 2:01 p.m. in the presence of
Member Dan Taylor, Chief Examiner Sarah Melancon, Secretary Kristen Bennett Lindsay Gonzalez,
and Sheriff Pernsteiner.
Public Comment: No comments received.
Approval of Minutes: Member Taylor Motioned to approve the meeting Minutes from January 28,
2024, as presented. Member Gebo seconded the Motion. The Motion carried.
New Business:
1. Welcome New Civil Service Commission Chair, Ken Przygocki
2. Chief Examiner to give Update and Review
a. Patrol Sergeant Written Examination and Oral Board Process: Chief Examiner
Melancon provided an update on the Sergeant Written Exam held on February 8,
2025, with seven candidates registered for the exam. The Oral Boards were
conducted on February 13, 2025, with three candidates participating. The Oral
Board panel included Lieutenant Sapp from the Kitsap County Sheriff's Office and
Chief Criminal Deputy Bundy from the Callahan County Sheriff's Office, who
assisted with the interviews. An eligibility list for certification was created based
on the average scores from the written exam and the oral board assessments.
b. Patrol Sergeant’s Eligibility List and Certification of List: Member Gebo Motioned
to accept list. Member Taylor seconded the Motion. The Motion carried.
3. Presentations from Public Safety Testing (PST)regarding
a. Patrol Sergeant Examination Services, Jim Nelson, Executive and Promotional
Services: Overview of PST practices and procedures for Sergeant Exams for
potential future implementation.
b. Changes to Law Enforcement and Corrections Entry/Lateral Test and required
agency administrative decision, Stephanie Benjamin, Business Operations
Director: Overview of the PST Exam and the Transition from LSI to GSI Exam:
Eligibility Options for Candidates After the Change.
4. Discussion and potential action in response to the PST transition to a new written
examination for law enforcement and corrections: administration and integration of
previous test scores: A decision has been made to end the current eligibility list, requiring

candidates to retest for the new GSI exam by the March 1st deadline. Affected candidates
will be contacted and provided a voucher to retake the test at no cost. They will have
until April 30 to schedule their retest. Member Taylor Motioned to accept the Motion.
Member Gebo seconded the Motion. The Motion carried.
Old Business:
1. Continuation on discussion regarding use of PST for future Sergeant Exams: Deferred to
the next meeting for discussion.
Closing Remarks: No Closing remarks.
Notice of Adjournment: Member Ken Przygocki adjourned the regular meeting at 3:31 p.m. until
regular meeting scheduled March 25, 2025.
