The application was reviewed by the Jefferson County Department of Community Development for the presence of Environmentally Sensitive Areas (ESAs). The Department conducted a review and has concluded that the property DOES NOT contain Environmentally Sensitive Areas. However, future proposals will be subject to a new ESA review and conditions may be added if new ESAs are found on the property. 2.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 3.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 4.) The corrected site plan as submitted with the detached garage application on May 29, 2001 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated June 19, 2001 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 5.) This approval is for a detached garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 6.) The parcel has been designated as RR 1:5 under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 7.) The parcel was created through the Cape George Village Division 4 subdivision on August 26, 1965 under Vol 4, Pages 75 & 76. 8.) A septic permit(SEP95-0368)was finaled on August 12, 1999 fora two bedroom septic system. 9.) A building permit (BLD99-0296)was finaled on October 19, 1999 for installation of a manufactured home. 10.) A building permit(BLD99-0589) was finaled for construction of a deck on October 19, 1999. 11.) Ridge Drive is a private road (P145) and has an existing approach and an address has been previously assigned. 12.) Goss Road (county local access; C620009) is portrayed on the plat map and Assessor's quarter section map as abutting the southern boundary of said lot. Upon site visit of June 19, 2001 with Al Scalf, Director and Michelle Farfan, Associate Planner, the actual constructed Goss Road is not within its platted right-of-way. Should the platted right-of-way be vacated in the future, the proposed structure would be approximately 50 plus feet back from the edge of the road. The adjoining parcels to the west have existing garages that are constructed 10 feet from the southern property lines. Based on these finding, it is the determination of the Director that this proposed garage be setback no less than 10 feet from the southern property boundrary. 13.) The building height shall not exceed 35 feet. 14.) Minimum setback from Ride Drive shall be 20 feet. Minimum setback from southern property line (Goss Road) shall be 10 feet. Minimum side setbacks shall be 5 feet. 15.) Maximum lot coverage shall not exceed 25%. i:\F_BLD_Permit_Buildng.rpt 10/29/19 BUILDING PERMIT APPLICATION Review Type: I Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD01-00306 Received Date: 5/29/2001 SITE ADDRESS: 83 RIDGE DR PORT TOWNSEND, 98368 APPLICANT: PETER BASICH PHONE: (360)385-3349 83 RIDGE DR PORT TOWNSEND WA 98368 SUBDIVISION: CAPE GEORGE VILLAGE DIV 4 Block: Lot: 2 PARCEL NUMBER: 940800002 Section: 13 Township: 30 N Range: 02 W CONTRACTOR: SOUND BUILDING SYSTEMS PHONE: 360-297-7317 3546 THORNDYKE RD PORT LUDLOW WA 98365 Contractor's License SOUNDBS027NM Expires 08/14/2001 ARCHITECT/ ENGINEER : PROJECT DESCRIPTION: POLE BUILDING GARAGE TYPE OF WORK GAR SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: VALUATION 5,760.00 ADD'L: HEAT TYPE UH CODE EDITION. 1997 HEAT BASE: HEAT TYPE: OCCUPANCY: UNHEATED: # OF STORIES: OCCUPANCY: OTHER: CONST TYPE: GARAGE: 576 SHORELINE: CONST TYPE: DECK: SETBACK: BANK HEIGHT: SEWAGE DISPOSAL: OSS WATER SYSTEM: CAPE GEO PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: Prop: Seismic Streams Total: Total: Flood Way Floodplain F&W Landslide Routing Date: S/3€ / i j7i2Q Shoreline Aquifer Forest: Comm r 1 4 v ■ I Type Amount Paid By: Date: rReceipt: A , •pz. 6p:1. i iti fir - Permit $125.25 MAM 05/29/01 28352 State Building Code $4.50 MAM 05/29/01 28352 JUN 2 0 2001 Total: $129.75 JEFFE ON (Su 'rr DEPT. NOTICE: This permit does not excuse the proponent from complying with other local, state, and federal ordinances, regulations, or statutes applicable to the proposed development. Development pursuant to this permit shall be undertaken subject to the applicable development and performance standards of the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes"listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are induded as"critical habitat"for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: -Set back buildings, utilities and roads as far as possible from surface waters(streams, rivers, lakes, marine waters), or at least 150 feet from the edge of the water -All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters - Remove minimal vegetation for site development, especially large trees -Allow trees that have fallen into surface waters to remain there - Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches Any individual, group, or agency can bring suit for a listed species "taking", even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information, contact the National Marine Fisheries Service in Seattle at (206)526-6613, or the U.S. Fish and Wildlife Service at(503) 231-6121. Pursuant to RCW 36.70C, the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court within twenty-one(21) calendar days of the date of issuance of this land use decision.
