The application was reviewed by the Jefferson County Department of Community Development staff on 6/16/01 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Susceptible Aquifer Recharge Area, Fish and Wildlife(Heron). 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin (see attached). 5.) Several properties in the vicinity have been reviewed for Heron Habitat and have not been in conflict with any Heron activities. Future proposals may be reviewed by the Department of Fish and Wildlife to determine if new Heron activity has been located in the vicinity. 6.) The applicant is proposing to create or add 1,120 square feet of impervious surface and 1000 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices (BMPs)to control sediment and erosion. 7.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 8.) The site plan as submitted with the building and septic application on 6/5/01 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated June 18, 2001 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 9.) The proposal is located 500 feet from the Ordinary High Water Mark. All development on the subject property fall outside of the Jefferson County Shoreline jurisdiction. 10.) The building height is not to exceed 35 feet. 11.) Ellie Street is classified as a Local Access road, and requires a minimum 20-foot setback from the front, and a 5-foot setback from the sides and rear of the property lines. 12.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined by impervious surface and includes roof tops, driveways, decks, etc. 13.) A Road Approach has previously been issued on the subject property. Permit#3109 was issued in 1987 by Jefferson County Public Works. 14.) The applicant has signed and recorded a Restrictive Covenant to develop across Lots 7-10 of Ocean Grove Estates. i:\F_BLD_Permit_Buildng.rpt 10/29/19 MLA01-00305 BUILDING PEFZMIT APPLICATION Review Type: I Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD01-00322 Received Date: 6/5/2001 SITE ADDRESS: 43 MaYYdkGC n (Aral., PORT TOWNSEND, 98368 APPLICANT: LAWRENCE A ROMEL PHONE: (510)339-7909 PATRICIA E ROMEL JTWROS 6416 HEATHER RIDGE WAY OAKLAND CA 946111208 SUBDIVISION: OCEAN GROVE ESTATES#3 Block: A Lot: -( PARCEL NUMBER: 977100913 Section: 24 Township: 30 N Range: 02 W CONTRACTOR: CAMPBELL CONSTRUCTION PHONE: 385-1655 120 CURTISS ST PORT HADLOCK WA 98339 Contractor's License CAMPBC*111 LR Expires 04/09/2001 ARCHITECT/ LAURIE STEWART ENGINEER : 1604 UMATILLA ST PORT TOWNSEND WA 98368 PROJECT DESCRIPTION: SINGLE FAMILY RESIDENCE TYPE OF WORK RES SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: 816 VALUATION 80,870.00 ADD'L: 512 HEAT TYPE: EEE CODE EDITION: 1997 HEAT BASE: HEAT TYPE: WOD OCCUPANCY: R-3 UNHEATED: # OF STORIES: OCCUPANCY: OTHER: CONST TYPE: 5N GARAGE: SHORELINE: CONST TYPE: DECK: 374 SETBACK: BANK HEIGHT: SEWAGE DISPOSAL: CON WATER SYSTEM: PUD PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: 1 Prop: 2 Seismic Streams Total: 1 Total: 2 Flood Way Floodplain ,2 &W Landslide Routing Date: 6, ) Shoreline Aquifer Forest: Commercial Rural Watt; Amount Paid By: Date: 1-sr xim• Watt;• i.d Type — tons_..___ Receipt: Permit $860.75 MAM 06/05/01 40186 APPR • ED Plan Check $258.23 MAM 06/05/01 40186 State Building Code $4.50 MAM 06/05/01 40186 JUL 9 2001 Potable Water Application $30.00 MAM 06/05/01 40186 Total: $1,153.48 JEFFERSO C•UN' SIGNATU - s C I C (1 d Gri county Department of Co nmuntty Development solv cow D 621 , i'i Street,Port Townsend WA 88388[380]378-4450 w ` 2 lid o Oo on FII N JEFFERSO DEPT.OF COMMUNIN DEVELOPMENT Project Description: B5Rding Type: Pr/oect Type: Fre Type: V Single Family if New "3 Wood 0 Garage Attached/Detached 0 Addition ❑ Steel Li Modular ❑ Alteration/Remodel ❑ Concrete Commercial E Repair ❑ Masonry Multi-family/#of Units ❑ Demolition ❑ Other: J Industrial r11 Other: Bedrooms: Bathrooms: Type of Sewage Disposal: Type of Heat: Choose one: Existing: Existing. y wer Community System Electricity ❑ Oil Proposed: Proposed: Individual System i/ oodstove ❑ Propane Total: ____I_ Total: I./y If not sewer, fill out the following: Heat Pump Conventional _.' Development pursuant to this permit shall be undertaken subject to the applicable development and performance standards of the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes"listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are included as"critical habitat"for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: -Set back buildings, utilities and roads as far as possible from surface waters (streams, rivers, lakes, marine waters), or at least 150 feet from the edge of the water -All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters - Remove minimal vegetation for site development, especially large trees -Allow trees that have fallen into surface waters to remain there - Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches Any individual, group, or agency can bring suit for a listed species "taking", even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information, contact the National Marine Fisheries Service in Seattle at (206)526-6613, or the U.S. Fish and Wildlife Service at(503) 231-6121. Pursuant to RCW 36.70C, the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court within twenty-one(21) calendar days of the date of issuance of this land use decision.
