I. Call to Order, Roll Call, Determination of Quorum

three Committee members absent. With 11 current CFFCOC members, a quorum of 6 is
required. There are 8 members present.
II. Public Comments
None.
III. Summary of previous meeting
Rick inquired about the meeting planned for 12/12/24 that was cancelled, and the status of the
topic for that meeting (Lower Chimacum Creek Mainstem project, 2023). The project sponsor
has not finalized their approach for the addition of the fourth parcel. An additional meeting will
be scheduled if/when any CFFCOC approvals are needed. Rick moved to approve the draft
meeting summary. Laurie seconded. The draft summary of the November 06, 2024 CFFCOC
meeting was approved by consensus.
IV. Old Business
2024 Annual Reports: Tressa described the requirements set forth in the CFF Program Manual
regarding project Annual Reports. There were no questions regarding the reports received in
2024. The Annual Report template form was not reviewed with the other Program materials
last year – does it need to be updated? The current report template’s usefulness was discussed,
particularly if/how it links to project management and stewardship plans. Rick emphasized the
need to evaluate whether projects are still active and protected and if there has been any
change in use. Ron suggested the Materials subcommittee could focus on improving the
report's content.
V. Sub-Committee Reports
Jefferson County Conservation Futures Fund (JCCFF)
Special Meeting: Hybrid between EJF&R 6 and Zoom Connection
February 19, 2025 from 4:00 to 6:00 PM
DRAFT Summary
P a g e 2 | 2
Storymap: Cheryl has been working on this project. Wildlife/habitat photos have been chosen
and will be available for use soon. Captions need review.
Materials: Ron was commended on his presentation to the BoCC on last year’s materials
changes.
VI. New Business
Past project updates (5-year): Erik K of JLT gave a slide presentation, beginning with background
on JLT’s history and mission.
• Midori Farm: This project is still a working farm (organic vegetables). Minor issues
persist such as invasive species, but no significant threats. A quince orchard is planned.
• Snow Creek Uncas Preserve Taylor: This project focuses on forest management and a
broader preserve, with significant contributions to protecting the Hood Canal Summer
Chum. A major part of the restoration has been the construction of engineered log jams
and re-meandering efforts to improve water flow and habitat conditions. These efforts
have had a positive impact on the health of the creek and the fish population. Summer
chum have now been spotted above the West Uncas Bridge for the first time, a
significant milestone in the project.
• Chimacum Creek was briefly discussed – JLT recently closed on the RRI property (one of
four parcels). This was noted as a major success after years of collaboration with
landowners.
• Marrowstone Mize was also discussed – This project is undergoing environmental
assessments before deciding whether to move forward with plans for green burial site.
Further updates will be provided.
• Irondale Beach County Park Additions: Tami gave a brief update. Blackberry
overgrowth is still an issue at this site.
There was discussion around farmers markets and CFF farm projects – How many CFF-funded
farms sell their products at farmers markets? This data could be included in the Storymap. Rob
will report on this information at the next meeting.
VII. Next meeting date
The next CFFCOC meeting will be project site visits on 03/11/25. The next in-person meeting
will be 04/01/25, where sponsors will present their projects for 2025.
